About this opportunity

The U.S. Army Corps of Engineers Kansas City District is seeking to lease approximately 1,050 square feet of office space in Overland Park, Kansas, as their current lease is expiring and they are evaluating economically advantageous alternatives. The government requires a fully serviced lease for up to five years with termination rights, including 24-hour unrestricted access, communications infrastructure, direct exterior exit access, and 24-hour lighted parking for 8 government vehicles plus additional private vehicles. The evaluation will consider both price and technical factors as approximately equal in importance, with technical criteria including location within the delineated area, neighborhood characteristics, building accessibility, parking availability, building appearance, compatibility of adjacent businesses, signage potential, floor plan efficiency, and high-speed internet availability. Interested lessors must submit their proposals by June 19, 2025, at 12:00 a.m. CDT to Nya King at Nya.g.king@usace.army.mil or 816-389-2180. The award will be based on best value to the government, considering the combination of technical and price factors along with past performance.

This pre-solicitation notice does not include any set-aside designations, making it a full and open competition available to all qualified lessors of nonresidential office space. While no specific award values or budget ranges are disclosed in the notice, the government has indicated they will consider relocation costs including physical move expenses, replication of tenant improvements, telecommunication infrastructure, and non-productive agency downtime when evaluating proposals. The lease term is structured for up to five years with government termination rights after 90 days' notice, and lessors must be registered in the System for Award Management (SAM) to be eligible. The attached documents suggest this space may be used for military recruiting purposes, as evidenced by the detailed construction specifications and floor plans for multi-service recruiting facilities included in the government files. No incumbent contractor or current lessor is specifically identified in the documentation provided.
