About this opportunity
The Naval Warfare Center Corona Division is conducting market research for two precision measurement systems: a Length Bar Interferometry System and a Gage Block Interferometry System for the Navy Primary Standards Lab (NPSL). These specialized analytical laboratory instruments will be used to calibrate and certify reference-level length bars, long blocks, and gage blocks with direct traceability to the SI base unit definition of the meter, following ASME B89.1.9-2002 national standards. Both systems must incorporate Twyman-Green interferometers with frequency-stabilized Helium-Neon lasers and operate within strictly controlled environmental conditions, including temperature control of 20°C ± 0.3°C. The government is requesting capability statements from potential vendors that include company information, CAGE code, UEI number, business size classification under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing), budgetary pricing estimates, lead times, and commentary on the current purchase description. Responses must be submitted via email to Contract Specialist Remy Oshiro at remy.s.oshiro.civ@us.navy.mil by 3:00 PM PST on July 9, 2025, with the subject line referencing Sources Sought Notice N6426725Q4117.
This pre-solicitation notice indicates no set-aside designation is currently being used, and the government is evaluating whether small business or socioeconomic set-asides might be appropriate based on market research responses. No incumbent contractors or current service providers are identified in the documentation. While specific budget ranges are not disclosed, interested vendors are required to provide budgetary estimated unit prices for market research purposes to help the government determine the appropriate acquisition strategy. The procurement includes complete installation of both interferometry systems and five days of training for up to 10 personnel in San Diego, California. The period of performance is specified as 180 calendar days from contract award, with contractors required to provide a minimum one-year commercial warranty for the systems. The systems must demonstrate reliability for 1500 hours of continuous operation annually with a minimum ten-year operational lifetime.
