About this opportunity

The Department of Veterans Affairs has issued a Special Notice for the procurement of an enterprise occupancy tracking system for the Veterans Affairs Office of the Inspector General (VA-OIG). This Service-Disabled Veteran-Owned Small Business sole source opportunity involves installing Lenel OnGuard 8.2 software and PIV card reader systems across 15 leased VA-OIG facilities nationwide. The contract requires the installation of PIV card readers at main entry doors of each facility, with Washington D.C. receiving 10 readers across six floors, along with control panels and integrated occupancy tracking capabilities. The system will enable remote monitoring from VA-OIG Headquarters in Washington, D.C. The Special Notice was posted on June 25, 2025, with responses due by June 27, 2025.

The primary objective of this procurement is to establish comprehensive occupancy tracking and monitoring capabilities across all VA-OIG leased facilities, generating daily, weekly, monthly, and yearly personnel occupancy reports. Contractors must provide all necessary labor, materials, tools, and programming to complete the installations, assuming no existing integrated occupancy tracking infrastructure is currently in place at the locations. The work is expected to be performed primarily during standard business hours (Monday through Friday, 7:00 AM to 5:00 PM), though after-hours arrangements may be possible. Eligible contractors must be Service-Disabled Veteran-Owned Small Businesses with demonstrated experience in Lenel OnGuard physical security systems and PIV card reader installations. The procurement emphasizes strict compliance with VA information security protocols and records management guidelines, with the contractor responsible for maintaining system compatibility throughout the project duration.

Notice text

This requirement is for an enterprise occupancy tracking system, including PIV card readers, control panels, and a Lenel OnGuard integrated occupancy tracking control system. The enterprise system will track and monitor the occupancy at 15 leased VA-OIG facilities, with remote monitoring from the VA-OIG Headquarters in Washington, D.C.  The vendor shall assume there is no current Integrated Occupancy Tracking Control System or associated infrastructure in place at the 15 leased locations listed above. All locations will require (1) PIV card reader installed at the main entry door leading into VA-OIG office space at each location, with control panel in the VA OIG suite IT closet. Washington DC shall have (10) PIV card readers installed across six floors. The entry doors will not require any electronic access control; PIV card readers will be solely used for VA-OIG occupancy tracking data via the Lenel system. Data will be monitored at VA-OIG Headquarters in Washington, D.C. and will track and report personnel occupancy for all 15 leased VA-OIG facilities on a daily, weekly, monthly and yearly basis.
