About this opportunity
The National Institutes of Health (NIH), specifically the National Eye Institute (NEI), has issued a Special Notice announcing its intent to award a Firm-Fixed Price purchase order to Leica Microsystems, Inc. for annual maintenance of a Leica Stellaris 8 confocal microscope. The notice is being published under FAR Part 6.302-1, which allows for a sole source procurement when a contractor is the only known responsible source. Leica Microsystems is identified as the original equipment manufacturer (OEM) for the Stellaris 8 system, possessing exclusive access to specialized components, diagnostic software, and factory-trained service engineers. The microscope is a critical imaging system used in research by NEI scientists, necessitating specialized maintenance and support. The agency has categorized this opportunity under the NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC code J066 for Maintenance/Repair of Laboratory Equipment.
The purpose of this Special Notice is to inform the public about the intended non-competitive purchase order and provide an opportunity for other potential contractors to demonstrate comparable capabilities. Contractors interested in challenging the sole source determination must submit a written capability statement by 12 p.m. EST on December 9, 2024, to zetherine.gore@nih.gov. The email response must include the Notice ID #SS-NIH-7108206 in the subject line. While the notice is not a request for competitive quotes, the government retains discretion to compete the award based on received capability statements. The maintenance agreement will cover repairs by factory-trained service engineers, replacement parts, and software updates for the Leica Stellaris 8 confocal microscope. The anticipated award is expected to be issued approximately seven days after the notice date, contingent on the government's assessment of potential alternative providers. Eligibility for submission is open to any party that can credibly demonstrate the ability to meet the specified technical requirements.
