About this opportunity
The Department of State Office of Acquisition Management intends to award a sole source contract for legal support services to Nishimura & Asahi, a law firm located in Tokyo, Japan. The contract will facilitate ongoing legal assistance for the U.S. State Department's real estate acquisition process in Tokyo. Under Federal Acquisition Regulation (FAR) 6.302-1, the government has determined that Nishimura & Asahi is the only responsible source capable of providing these specialized legal services due to their current involvement in the property transaction. Interested sources are invited to submit a capability statement with clear evidence of their ability to provide the required services within fifteen days of the notice's publication. The agency retains sole discretion to determine whether to compete the action based on responses received, with a response deadline of January 2nd, 2025.
The pre-solicitation notice indicates no specific set-aside designations for this procurement. The contract will be a firm fixed-price arrangement focused on the NAICS category of Offices of Lawyers (541110) and the PSC category of Professional Legal Support (R418). While specific contract value details are not disclosed, the sole source nature suggests a targeted, specialized engagement directly related to the ongoing real estate transaction in Tokyo. The procurement is being handled by a civilian agency (Department of State) and represents a unique legal support service that the government believes cannot be effectively transferred to another provider without disrupting the current property acquisition process. The contract appears to be specifically tailored to the unique capabilities of Nishimura & Asahi in navigating the current legal complexities of the real estate transaction.
