About this opportunity
The U.S. Department of Energy (DOE), Office of Headquarters Procurement Services, has issued a Special Notice announcing its intent to solicit specialized legal services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract. This Sources Sought Notice is designed to provide advance notice to interested law firms and allow them to prepare for the upcoming formal solicitation. DOE plans to make up to 10 Time-and-Materials awards on a rolling basis to support the Office of the General Counsel and various DOE program offices. The procurement seeks highly competitive legal services rates and efficient service delivery. DOE is open to firms of all sizes, including small businesses, located throughout the United States. Additionally, DOE is considering a waiver of 10 C.F.R. Part 719 in favor of alternate requirements.
The primary objective of this Special Notice is to conduct market research and gauge industry interest in providing legal support services to DOE, which will primarily be delivered virtually with minimal in-person engagement. Interested firms must submit their intent to propose by September 12, 2025, at 5:30 PM ET to Lars Hankin and Guy Cholmondeley, though this notification is not mandatory for proposal submission. Key eligibility requirements include that firms must be organized under U.S. laws, maintain majority domestic ownership, and possess a physical U.S. business location. Prospective contractors must also complete mandatory pre-submission registrations in SAM.gov (which requires up to 30 days) and FedConnect (48-72 hours). DOE seeks law firms with expertise in energy law, litigation support, financial transactions, intellectual property, non-profit law, and bankruptcy law to support its legal and advisory functions.
