About this opportunity

The Millennium Challenge Corporation seeks a law firm to provide legal advisory services supporting compact and threshold programs across developing countries in Africa, Asia Pacific, Europe, and Latin America, with quotations due July 22, 2026 at 10:00 a.m. EDT and questions due July 7, 2026. This procurement is a women-owned small business (WOSB) set-aside.

The contract employs a hybrid pricing model: Time-and-Materials for Tasks 1–3 and Firm Fixed Price for Task 4 (training). The period of performance spans five years (base period September 16, 2026 through September 15, 2027, plus four optional one-year periods). The total estimated contract value is $15.5 million, with approximately 2,800 prime contractor hours across the entire five-year term. Offerors must provide fully-burdened hourly rates for all labor categories, with Other Direct Costs estimated at $22,075 over five years and $500,000 for local counsel subcontracting. Labor rates are fixed for the duration of each contract period without adjustment. The NAICS code is 541110 (Offices of Lawyers); PSC is R418 (Support—Professional: Legal).

Technical quotations are limited to 30 pages and must address technical approach, management and transition planning, staffing plan with key personnel qualifications, and past performance on at least three similar projects. Per Amendment 0001 (July 8, 2026), lack of relevant performance history carries no negative or positive evaluated significance, and past performance questionnaires are not required for projects where the offeror served as prime contractor. Evaluation criteria rank technical capability and past performance as more important than price. MCC reserves the right to request oral presentations from selected offerors.

Contractors engaging in legal work must comply with MCC's Policy on Engagement of Outside Legal Counsel, including disclosure of conflicts of interest, detailed invoicing by tenth-of-hour increments, and restrictions on discussing proprietary or sensitive MCC information.
