About this opportunity

The Department of Justice's Executive Office for Immigration Review is conducting a Request for Information to identify qualified organizations capable of providing comprehensive immigration legal services under the Legal Access Services for Reunified Families Program, stemming from the Ms. L., et al. v. ICE settlement agreement. The government seeks entities with existing qualifications to provide legal advice on immigration matters, prepare individuals for immigration interviews and court hearings, complete immigration-related documents including asylum and parole applications, and mentor volunteer legal representatives. Contractors must demonstrate capabilities to deliver services through multiple regional offices, offering both in-person and remote support with trauma-informed interpretation and strict confidentiality protocols. All service providers must be attorneys or accredited representatives working under direct legal supervision, with services focused on Class Members and Qualifying Additional Family Members as defined in the settlement agreement. Responses to this market survey must be submitted electronically to specified DOJ email addresses no later than July 23, 2025, at 11:59 p.m. EDT.

This opportunity operates under NAICS code 541110 (Offices of Lawyers) with no set-aside designation, making it available to all qualified organizations regardless of size or socioeconomic status. The RFI indicates potential for either single or multiple award contracts with a one-year performance period and possible option years, though no specific contract values or budget ranges are disclosed in the documentation. The program requires contractors to submit monthly reports detailing service metrics and maintain rigorous documentation standards while ensuring compliance with comprehensive DOJ security and privacy requirements, including mandatory cybersecurity training and breach reporting protocols. No current incumbents are identified in the available documentation, and the government emphasizes this is strictly an informational market survey with no awards to be made directly from responses. Contractors will be responsible for all costs related to security incidents and must flow down security requirements to all subcontractors, with geographic coverage expectations spanning multiple regions to serve the target population effectively.
