About this opportunity
The Department of the Air Force Materiel Command Test Center is seeking prototype proposals for the design and installation of a new process air heater and connections (Leg 4 and H2 Heater) at Arnold Air Force Base in Tennessee. This Request for Prototype Proposal utilizes 10 U.S.C. 4022 authority to award up to two Other Transaction Prototype (OTP) projects, with the potential for one follow-on production agreement to be awarded to the vendor whose prototype is deemed most successful. Vendors must have a current NIST SP 800-171 assessment (less than three years old) in the Supplier Performance Risk System (SPRS) to access the restricted Performance Parameters documents marked Distribution Statement D. The evaluation will assess three key factors using a gated approach: Vendor Risk Mitigation (past performance and supplier risk), Business Process (subcontracting plans, technical approach, data rights), and Pricing, with scoring conducted on a 1-5 point scale across multiple subfactors. Prototype proposals are due September 26, 2025, at 12:00 PM Central Time, with a 60-day proposal validity period required.
This solicitation does not utilize any set-aside designation and no incumbent contractors are identified in the documentation. While specific award values are not disclosed, the contract structure will be firm-fixed-price for the prototype phase, with the government retaining unlimited data rights to all technical data and drawings produced. The project encompasses comprehensive design activities including multiple design reviews (from 10% conceptual to 100% final), fabrication and procurement of Leg 4 ducting and H2 Heater components, installation and calibration, and system checkout with on-site training to be recorded for future use. Performance will occur at Arnold Air Force Base in Tullahoma, Tennessee, where the successful contractor will validate their capability to integrate the new heater system with existing turbine test facility infrastructure. The Statement of Objectives emphasizes contractor flexibility in managing schedule, performance, risks, and subcontracts while maintaining government visibility into project progress through established milestones and design reviews.

10 Sep 25 - Amendment 0001 is posted including minor corrections and clarifications to the RFPP and Atch 2 - Prototype Proposal Evaluation Methodology.
______________________________________________________________
The purpose of this request for prototpe proposal is to utilize 10 U.S.C. 4022 to award up to two (2) Other Transaction Prototype (OTP) Projects for the Leg 4 and new H2 Heater. After OTP award, and if determined to be in the best interest of the Government, one (1) follow-on production agreement will be awarded to the vendor whose OTP is determined to be successful. A successful OTP will validate the vendor’s capability to design and install a new process air heater and connections at Arnold Air Force Base, TN.
NOTE: Performance Parameters and associated appendices are marked Distro Statement D; distribution is authorized to Department of Defense and U.S. DoD contractors only.
To obtain this attachment, your company must have a current (less than three years old) NIST SP 800-171 assessment in the Supplier Performance Risk System (SPRS). Contact the Agreements Officer and/or Agreements Specialist to request an electronic copy of the documents sent via DoD SAFE.
