About this file
This Statement of Objectives (SOO) details a contract for the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee to supply heated process air to a turbine test facility. The project involves installing a new process air heater, connecting it to utilities, integrating with existing equipment, and evaluating/modifying process air ducting, including valves, instrumentation, and controls. Key contract objectives include comprehensive design activities with multiple design reviews (from 10% conceptual to 100% final), fabrication and procurement of Leg 4 ducting and H2 Heater, installation and calibration, and system checkout. Significant milestones include project kickoff, design reviews, procurement authorization, installation, configuration audits, and on-site system training. The government will receive unlimited data rights to all technical data and drawings, and training will be recorded for future use. The SOO emphasizes providing contractors maximum flexibility to innovatively manage schedule, performance, risks, and subcontracts while maintaining clear government visibility into project progress.
