About this opportunity
The General Services Administration (GSA) Public Buildings Service Region 3 is seeking to lease office space in Philadelphia, Pennsylvania for a law enforcement agency. The government requires a contiguous office space between 19,025 and 19,977 square feet, located on a single floor (excluding ground and top floors) within a specifically defined geographic area. Key contract requirements include providing sixteen structured, reserved parking spaces, 24/7 building access, and daytime cleaning services. Interested parties must submit a comprehensive Expression of Interest (EOI) by May 9, 2025 at 5:00 PM EST, which must include detailed information such as building name, address, rentable square footage, floor plans, site maps, and contact information. Potential lessors must be registered in the System for Award Management (SAM.gov) and submit documentation proving ownership or authorization to represent the property owner.
The solicitation is not designated with a specific set-aside classification and will consider only existing buildings, not new construction. The lease will be a fully serviced ten-year contract with a five-year firm term and one optional five-year renewal period, with an estimated occupancy date of June 9, 2026. While specific award value is not disclosed, the government will evaluate potential spaces based on economic advantages, considering relocation costs, tenant improvements, and telecommunication infrastructure. The space must meet government requirements for fire safety, accessibility, seismic, and sustainability standards, and cannot be located in a 0.2-percent-annual chance floodplain. Potential lessors should also be aware of telecommunications prohibitions outlined in Section 889 of the FY19 National Defense Authorization Act and will need to comply with federal acquisition regulations.

The U.S. Government currently occupies office and related space in a building under a lease in Philadelphia, PA, that will be expiring. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
