About this opportunity

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) Contracting Office is seeking to lease a General Cable Fiber Blow Machine from Prysmian Group for shipboard optical fiber installation. The Department of the Navy Naval Supply Systems Command intends to award a sole-source, firm fixed-price contract under simplified acquisition procedures, specifically using FAR 13.106-1(b)(1)(i) for single-source procurement. Interested parties can submit capability documentation demonstrating their ability to meet the requirements, with all responses due by December 16, 2024, at 1 PM PST. The government will review submissions to determine whether to proceed with a competitive procurement, though they reserve full discretion in this decision. All potential contractors must be registered in the System for Award Management (SAM) to be eligible for award.

The procurement is not set aside for any specific group and involves a one-year rental of a Blolite ShipBoard Blown optical fiber installation system from January 25th, 2025, to January 24th, 2026. The estimated contract value is $28,600, with Prysmian Group identified as the sole source due to exclusive licensing of technology from BICC for blown fiber products and installation equipment specifically for CVN class ships. The sole-source justification is based on the company's unique ability to meet military specifications MIL-PRF-85045, MIL-PRF-85045/25-29, and MIL-PRF-49291. This procurement is a continuation of an existing contract (N4523A24P0058) and is categorized under NAICS code 335921 for Fiber Optic Cable Manufacturing. Responses should be submitted via email directly to Contract Specialist Michael Rankins, with all submitted documents being non-returnable.
