About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), operating under the Department of the Navy, has issued a Special Notice regarding the lease of convention center spaces. This notice of intent to award is not a competitive solicitation but rather an announcement of the Government's plan to pursue a sole source purchase order with the Jacob K. Javits Center, also known as the New York Convention Center Operating Corporation. The procurement falls under FAR Subpart 12.2, which governs the acquisition of commercial products and commercial services. The classified work involves leasing space and support services from the specified vendor. Interested parties should direct inquiries to either Stevi Parker or Robert Babcock, the designated Contract Specialists managing this procurement.
The primary objective of this Special Notice is to inform the contracting community of the Government's intent to award a sole source lease agreement while providing an opportunity for responsible sources to submit capability statements for consideration. The deadline for submissions is March 25, 2026, with an anticipated contract performance period of 17 days. Although this is not a formal request for quotations, all responsible sources are invited to submit capability statements, though the Government retains sole discretion to proceed with or decline the sole source award based on received responses. There are no set-asides applied to this procurement. Contractors interested in participating should understand that this represents the Government's preferred course of action to establish a lease arrangement with the specified convention center operator, and submission of a capability statement does not guarantee contract award.
