About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking to lease two temporary modular office buildings and a breakroom facility at Robins Air Force Base, Georgia. This procurement is structured as a combined synopsis/solicitation for a commercial, sole source follow-on requirement to provide continued workspace for C-5 and F-15 displaced personnel in the 402nd Maintenance Support Group. The contract requires submission of multiple deliverables including a contractor safety plan within 10 working days of award, Energy Management System training compliance documentation, accident/incident reporting within four hours of any mishap, and adherence to ISO 50001 certification guidelines for all personnel working on base. This is a sole source procurement with the government intending to award directly to Folsom Enterprises of Tallahassee, Florida. The solicitation was posted on September 12, 2025, with responses due by September 18, 2025, providing contractors with only six days to submit proposals.
This procurement does not utilize any set-aside designations despite being categorized under NAICS code 531120 with a size standard of $34 million. Folsom Enterprises, the intended awardee, currently owns the specific modular buildings that were originally constructed in 2019 under a previous contract (FA8571-20-C-0013) to support displaced personnel from various construction projects. The contract structure includes a 12-month base period from September 28, 2025, to September 27, 2026, with four additional one-year option periods extending through September 27, 2030, for a total potential contract duration of five years. The facilities are located on the northeast and northwest corners of Building 125 at Robins AFB, Georgia, and breaking the existing lease arrangement would cost approximately $2 million with 12-18 months of delays. The contract will be funded through Consolidated Sustainment Activity Group funds, though the total estimated contract value has been redacted from the available documentation.
