About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Eustis issued a Limited/Sole Source Justification Notice on April 7, 2026, for the procurement of David Kolb Learning Styles Inventory (LSI) learning assessments to support the Army Management Staff College's direct leadership course. The contract, valued at $890,000, was awarded to Sensa Solutions, Inc. (doing business as Korn Ferry U.S. Government Consulting Services) on a sole-source basis under FAR 6.103-1, citing unusual and compelling urgency combined with the determination that only one responsible source exists. The primary justification for sole-source award is that Sensa Solutions holds exclusive copyright licensing to the LSI learning assessments, which are proprietary instruments that cannot be replicated by competitors. The requirement calls for 6,000 LSI V3 online instruments annually over a four-year ordering period from April 15, 2026, through April 14, 2030. A Sources Sought notice published on SAM.gov in November 2025 generated only one competing response that could not demonstrate capability to meet the Army's specific requirements, and market research confirmed that all previous related contracts had been sole-sourced to the same vendor.
Notice text
David Kolb Learning Style Inventory (LSI) learning assessments are used to understand how individuals learn from their experiences. The model suggests that learning is a continuous process that involves four stages each representing a different mode of learning. First is concrete experience, which is something one observes, feels, or participates in directly. Second is reflective observation, which is when one carefully considers what happened. They may think about emotions, thoughts, or reactions they had during the experience. Third is abstract conceptualization, is when one tries to make sense of their experience by forming abstract concepts or generalizations. They may analyze the experience, identify patterns, and draw conclusions. Lastly active experimentation is when people use personal concepts and theories on new situations to test their understanding of outcomes. The LSI learning assessments directly contribute to the US Army Transformation and Training Command (T2COM)'s Accredittation of Training Operations Management Activity (TOMA)-validated Programs of Instruction (POIs).
Awarded contract W91QF426DA003 to unknown vendor for unknown amount on 2026-04-06.
