About this opportunity

The Internal Revenue Service Large Business & International (LB&I) division intends to solicit a subscription-based learning and professional education program with vendor responses due by May 15, 2026.

The requirement calls for unlimited access to a centralized digital library of accredited continuing education programs supporting a minimum of 3,500 concurrent compliance employees. Content must include at least 400 annual training programs covering tax, accounting, finance, corporate law, and ethics, delivered through on-demand courses, live webcasts, and interactive learning experiences. All programs must be accredited to satisfy NASBA, American Bar Association (ABA), and Continuing Professional Education (CPE) and Continuing Legal Education (CLE) requirements.

The contractor must deliver the subscription via commercially hosted platform accessible 24/7 through standard web browsers (Microsoft Edge and Mozilla Firefox, latest versions) over secure protocols (HTTPS/TLS), with no custom course development or contractor-operated learning management system required. The platform must support user provisioning and deprovisioning within two business days, maintain 99.5% uptime, and comply with Section 508 accessibility standards. Help Desk support must be available Monday through Friday, 8:00 a.m. to 6:00 p.m. Eastern Time, with acknowledgment of requests within one business hour and resolution of critical issues within four hours.

Performance will occur on the contractor's website under a Firm-Fixed-Price arrangement with one base year plus two optional 12-month extension years (42 months total). The IRS intends to use existing Government-wide acquisition vehicles where possible. Anticipated NAICS code is 611430; anticipated PSC code is U006. Vendor responses must be submitted using the provided template and include accreditation documentation, course catalog, and software specification brochure, sent to Ana Rollins (analeatha.s.rollins@irs.gov) and Iman Street (iman.street@irs.gov).
