About this opportunity
The Federal Mediation and Conciliation Service (FMCS) is seeking business consultant/analyst support services to evaluate the effectiveness of its current Learning Management System (LMS) and demonstrate 3-5 alternate LMS systems that could potentially be more compatible with FMCS's needs. The contractor must have at least 5 years of experience working with LMS in the federal sector, including knowledge of the Standard Form (SF)-182, federal regulations, and reporting directives. The evaluation criteria include Technical Acceptability, Past Performance, and Price, with Technical Acceptability being the most important factor. Quotes are due by 3:00PM EDT on April 30, 2024, and the government plans to evaluate quotes and make award without conducting discussions.
This solicitation is set aside for 100% Small Business, with a NAICS code of 541611 and a small business size standard of $24.5M. There is no incumbent contractor, and the government is unable to provide the allocated budget. The period of performance is 3 months, with up to 40 hours per week of remote support services to be provided in Washington, DC. The new LMS system must be FedRAMP compliant and integrate with Microsoft 365 products.
