QUESTIONS AND ANSWERS
1. Is there any incumbent for this opportunity?
This is a new requirement. There is no incumbent for this opportunity.
2. What is the allocated budget for this opportunity?
FMCS is unable to provide this information.
3. Could you provide more details about the specific limitations and inefficiencies you've encountered with the current LMS (LMS365)?
Per the LMS Manager: inability to pre-sort/filter data to generate reports, limited administrator view for multiple courses, too many clicks to complete a single task
Per LMS Users: interface is not user-friendly, requires many clicks/extra steps to complete tasks, cannot upload certificates from trainings outside of LMS.
4. Regarding the evaluation of FMCS's information/data collection and reporting processes (Task 5.1), could you clarify which specific data points are most critical for your reporting needs?
FMCS’s most critical data points are timely completion of federally mandated compliance training and agency-required training, both by individual user transcripts and by course.
5. In conducting the gap analysis of the LMS system/business processes (Task 5.3), are there any specific industry standards or benchmarks that you would like us to compare against?
No.
6. When demonstrating alternate LMS systems (Task 5.4), would you prefer that we focus on cloud-based solutions, on-premises installations, or a combination of both?
FMCS expects the LMS to be a fully cloud based solution residing in a FedRAMP authorized cloud provider. If the contractor is hosting, they must also be FedRAMP authorized.
7. LMS needs to be integrated with which Apps/Solutions?
All systems/platforms that need to be integrated are specified either in the SOW or in Q&As #1.

8. Are you planning to move to ServiceNow anytime soon?
No.
9. Can you share the list of interested companies who downloaded the RFP or have shown interest?
