The National Oceanic and Atmospheric Administration seeks construction services to pour concrete and build and install a lean-to covered work pavilion attached to the existing building at the NOAA Tides and Currents Facility in Gulf Breeze, Florida, with proposals due August 31, 2026. This is a total small business set-aside.
Place of performance is Gulf Breeze, Florida. The shelter must attach to the existing building, extend a minimum of 28 feet outward from the building face, and provide unobstructed access beneath with no intermediate support columns within the primary vehicle travel and loading area. The structure must provide minimum clear vertical clearance of 16 feet at the building and 15 feet at the north end and include a reinforced concrete work pad with tapered side ramps. Structural and design requirements mandate that the shelter withstand hurricane-force wind loads applicable to Pensacola Beach, Florida, with Florida-licensed Professional Engineer sealed calculations and drawings provided when required. Aluminum is the preferred material for coastal and marine exposure; if unavailable or impractical, hot-dip galvanized steel with stainless steel fasteners is acceptable (electroplated or mechanically plated galvanized components are not acceptable for primary structural members). Electrical infrastructure includes one four-gang weather-resistant receptacle assembly with LED lighting providing a minimum average illumination level of 10 foot-candles at the work surface. The Contractor must demonstrate experience constructing commercial, industrial, or government canopy, loading shelter, or similar structures in coastal and hurricane-prone environments and possess all required federal, state, and local licenses. Work must be completed within 180 calendar days from award, with performance scheduled September 7, 2026 through March 6, 2027. Davis-Bacon Act wage rates (WD FL20260224, Modification No. 1, dated May 18, 2026) apply. The contract will be awarded as a firm-fixed-price purchase order on an all-or-none basis with Net 30 payment terms. Evaluation uses three pass-fail criteria: Technical Acceptability/Capability, Past Performance on related contracts, and Price, with award to the lowest-priced, technically acceptable offeror.
