Materials must be suitable for long-term coastal marine exposure, incorporating corrosion-resistant materials and coatings such as aluminum, fiberglass, foam core panels, stainless steel hardware, and marine-grade coatings. The Contractor must comply with Florida Building Code, International Building Code, ASCE 7, AISC, ACI, AWS D1.1, NEC, OSHA requirements, and applicable permitting requirements. The Contractor must possess demonstrated experience constructing commercial, industrial, or government canopy, loading shelter, or similar structures in coastal and hurricane-prone environments, with all required federal, state, and local licenses. The project completion deadline is 180 calendar days after award, with a baseline construction schedule due within 10 calendar days of award. A minimum one-year workmanship warranty is required commencing upon Government acceptance, with all manufacturer warranties transferred to NOAA upon project completion.

STATEMENT OF WORK (SOW)

Project Title: NOAA Covered Work Area / Truck Loading Shelter Construction

Location: NOAA Tides and Currents Facility, 1 Sabine Island Dr, Gulf Breeze, FL 32561

1. PURPOSE

The National Oceanic and Atmospheric Administration (NOAA) requires the construction of a covered exterior work area/truck loading shelter adjacent to the existing facility identi�ied in the attached project rendering and photographs. The shelter will provide weather-protected space for equipment staging, loading/unloading operations, maintenance activities, and temporary storage associated with NOAA �ield operations.

2. SCOPE OF WORK

The Contractor shall furnish all labor, materials, equipment, supervision, permits, transportation, testing, and incidentals necessary to construct a complete and fully operational covered work area at 1 Sabine Island Dr, Gulf Breeze, FL 32561. The attached rendering is conceptual only. The Contractor shall verify all dimensions, elevations, utilities, and �ield conditions prior to �inal design and construction.

3. SHELTER REQUIREMENTS

The shelter shall be attached to the existing building; extend a minimum of 28 feet outward from the building face; begin and end approximately at the outside edges of the existing left and right windows; provide unobstructed access beneath the structure; eliminate intermediate support columns within the covered work area; provide a reinforced concrete work pad with tapered side ramps; include a weather-resistant four-gang electrical receptacle between the personnel door and double window; provide exterior lighting; and include roof drainage provisions.

4. STRUCTURAL REQUIREMENTS

The shelter shall be designed to withstand all applicable environmental loading conditions for Pensacola Beach, Florida, including hurricane-force winds. Structural systems shall include foundations, anchorage, uplift resistance, lateral bracing, and connections required by code. Florida-licensed Professional Engineer sealed calculations and drawings shall be provided when required.

5. CORROSION PROTECTION

Materials shall be suitable for long-term exposure to coastal marine environments.

Corrosion-resistant materials and coatings, including aluminum or �iberglass, foam core panels, stainless steel hardware, and marine-grade coatings shall be utilized.

6. CODES, STANDARDS, AND REGULATIONS

The Contractor shall comply with all applicable federal, state, and local regulations, including Florida Building Code, International Building Code, ASCE 7, AISC, ACI, AWS D1.1, NEC, OSHA requirements, NOAA requirements, and applicable permitting requirements.

7. CONTRACTOR RESPONSIBILITIES

Conduct �ield investigations and measurements; verify existing conditions; obtain permits and inspections unless otherwise directed; protect existing facilities and utilities; maintain site safety; and restore disturbed areas.

8. SUBMITTALS

Provide shop drawings, structural calculations, product data, construction schedule, quality control plan, warranty documentation, and record drawings.

9. CONTRACTOR QUALIFICATIONS

The Contractor shall possess demonstrated experience constructing commercial, industrial, or government canopy, loading shelter, or similar structures in coastal and hurricane-prone environments. The Contractor shall possess all licenses required by federal, state, and local authorities. Subcontractors performing specialty work shall be properly licensed and quali�ied. Upon request, the Contractor shall provide examples of similar completed projects within the last �ive years.

10. WARRANTY REQUIREMENTS

The Contractor shall provide a minimum one (1) year workmanship warranty commencing upon Government acceptance of the completed project. All manufacturer warranties for roo�ing systems, coatings, electrical components, structural materials, and other installed equipment shall be transferred to NOAA upon project completion. Warranty documentation shall be included in the project closeout package.

11. ACCEPTANCE

The project shall be considered complete upon successful construction, completion of inspections, correction of de�iciencies, submission of required documentation, and acceptance by NOAA.

12. SITE VISIT

Offerors are strongly encouraged to conduct a site visit prior to proposal submission and shall be responsible for verifying all existing conditions and construction constraints.

13. Construction Schedule / Period of Performance The Contractor shall complete all work required under this contract within one hundred eighty (180) calendar days after issuance of the award, unless otherwise approved in writing by the Contracting Of�icer. The Contractor shall provide a baseline construction schedule within ten (10) calendar days of award identifying major milestones, procurement activities, construction activities, inspections, and anticipated project completion date.
