About this opportunity
The Department of the Army Georgia Army National Guard is preparing to procure HVAC preventative maintenance services at its Logistics Distribution Center, Fort Stewart, Georgia under a total small business set-aside, with a sources-sought or industry-day opportunity posted May 12, 2026.
The scope encompasses annual preventative maintenance across 206 building units (facilities 9103–13457) housing a diverse HVAC portfolio: split-system air conditioning units ranging from 2–5 tons, larger commercial units including 20–23.4 ton air-cooled condensers, approximately 90 buildings with make-up air and exhaust systems, and walk-in coolers and freezers. Equipment age spans 2004 to 2026, mixing legacy systems and recent replacements (2026 units in buildings 12906–12947 and 13106–13131).
Performance requirements include quarterly inspections and cleaning of indoor/outdoor units, refrigerant circuit checks, electrical system verification, heating section inspections, controls and operation verification, and performance measurement with documented compressor/fan amperage, suction/discharge pressures, and temperature differentials. The contractor must perform asset tagging with Government-approved tags and provide service reports within five business days of each visit, documenting deficiencies and repair cost estimates. Minor repairs proceed only with Contracting Officer Representative approval and are invoiced under a cost reimbursement CLIN.
Contractor personnel must complete AT Level 1, iWATCH, and OPSEC training and comply with ANSI/ASHRAE/ACCA Standard 180 at 100% Acceptable Quality Level under COR surveillance. A designated Contract Manager is required.
