About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Drum is seeking to procure a Liquid Chromatography-Mass Spectrometry (LCMS) instrument that integrates both liquid chromatography and mass spectrometry capabilities in a paired configuration manufactured and serviced by a single company. The integrated system must operate through a unified software platform capable of performing both qualitative and quantitative analysis in a single run and must include comprehensive software for data processing and sample acquisition. Key technical requirements include a dual ion source providing both electrospray ionization (ESI) and atmospheric pressure chemical ionization (APCI), a removable desolvation capillary that maintains vacuum during replacement, an off-axis high-energy conversion dynode detector, and nitrogen consumption not exceeding 15 L/min. The instrument must feature automatic restart upon power failure, peak shape asymmetry detection for quality assurance, autotuning functionality for positive and negative ion modes, and a system check integrated into batch processing for maintenance and troubleshooting. The solicitation was posted on January 14, 2026, with proposals due by January 30, 2026.
This solicitation is designated as a Total Small Business set-aside, restricting competition to qualified small business concerns. The specific award value and budget range have not been disclosed in this notice. Key technical specifications include a scan speed of 15,000 u/sec in 0.1u steps without reducing the mass range, scan step resolution of 0.7u at all scan speeds, and a mass range of 2-2000 m/z to accommodate analysis of large peptides with multi-charge states. The contract includes delivery and installation services, with the place of performance specified as 753 Cullum Rd, West Point, NY 10996. No incumbent contractor or current vendor information has been provided in this solicitation notice.
Notice text
Require an instrument that contains both liquid chromatography and mass spectrometer in paired/joined configuration. The preferred system for the liquid chromatograph and the mass spectrometer should have all items manufactured and serviced by the same company. The integrated software package should be able to operate and control both the mass spectrometer and liquid chromatograph instruments from a single unified operating platform. The system should be capable of performing both qualitative and quantitative analysis on a sample in a single run. Instrument must include all software to process quantification data and acquire samples, automatically restarts upon power failure and detect asymmetry in peak shape for quality assurance/quality control. The instrument must use a dual ion source that can provide both electrospray ionization (ESI) and atmospheric pressure chemical ionization (APCI) to the same sample. Desolvation capillary must be removeable and replaced without breaking vacuum which allows for easier maintenance. The detector must use an off axis, high energy conversion dynode coupled with a discrete multistage active film electron multiplier, without phosphorconversion. Maximum nitrogen consumption needs to be 15 L/min or less for nebulization and drying purposes. Autotuning function must be included that optimizes both positive and negative ion modes, all scan speeds, mass axis calibration, sensitivity, and mass resolution automatically with a single tuning solution. Must include a system check to provide essential information on the status of the instrument and can be integrated into batches for smooth maintenance and troubleshooting. Scan speed needs to be 15,000 u/sec in 0.1u steps without reducing scan mass range. Scan step resolution should be 0.7u at all scan speeds. Mass range must be from 2-2000 m/z to enable analysis of a wide range of analytes including large peptides with multi-charge states.Must include delivery and installation to West Point NY, 10996 and include a 1-year warranty on parts and labor.
