About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Drum seeks an Inductively Coupled Plasma - Optical Emission Spectrometry instrument, with proposals due October 9. The procurement is a Total Small Business set-aside.

Place of performance is Rock Island, Illinois (2744 Rodman Ave). The mandatory technical requirements specify a bench-top ICP-OES system with simultaneous UV and visible determinations, comparable to an Agilent 5800 or equivalent meeting detailed specifications. The spectrometer must feature an Echelle polychromator with 253 mm focal length, single solid-state detector with pixel-level anti-blooming capability, and resolution less than 0.0065 nm at 200 nm and less than 0.013 nm at 327.4 nm. The optical enclosure must be purged and thermostated, with purge rate of 0.7 L/min and 3 L/min boost capability for wavelengths below 189 nm. The system must view at least 96% of the emission spectrum from 167–785 nm and accommodate both aqueous and organic matrices including oil, MIBK, kerosene, and hexanes. The ICP system requires dual-view vertical plasma with synchronous axial and radial capability, bench-top design, and operation at 15–30 degrees Celsius and 25–80% relative humidity with no performance loss at rates up to 2 degrees C per hour. Exhaust capacity must meet or exceed 2.5 cubic meters per minute, and power consumption must not exceed 2.9 kVA at 200–240 VAC, 50–60 Hz, with current draw at or below 15 amps. The RF generator must be solid-state, 750–1500 watts in 10-watt increments, with at least 75% power transfer efficiency and typical stability of 0.1%. The detector must be Peltier-cooled to at least −40 degrees Celsius with Adaptive Integration capability and hermetic sealing requiring no gas purge. All plasma gases must use mass flow controllers with integrated, computer-controlled oxygen addition for organics. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6630.
