About this opportunity

NASA's Kennedy Space Center is conducting a Sources Sought Notice for the LC39 Area Power Duct Bank Replacement project, seeking capability statements from experienced Design-Build contractors to replace the deteriorated 1960s power distribution infrastructure in the LC-39 area. The project involves designing, procuring, and installing approximately 15,000 feet of new underground duct bank sections with 12 six-inch conduits, replacing three existing medium voltage feeders, and installing an 11,352-foot electrical distribution system between C-5 Substation and Switching Station 900 along Saturn Causeway. Contractors must demonstrate experience as a Design-Build firm managing large, multi-discipline projects over $10 million with DBIA-certified personnel capable of working within an operational spaceport environment. The power system supports critical NASA facilities including the Vehicle Assembly Building, Launch Control Center, and Pads 39A/39B for programs such as Exploration Ground Systems, Space Launch System, Orion, and Commercial Operations. Interested firms must submit eight-page capability statements by September 26, 2025 at 12:00pm EST, with respondents being evaluated for potential inclusion in a future two-phase Design-Build solicitation under FAR Part 36.

This procurement does not currently designate any set-aside program, though NASA may consider various small business set-asides including 8(a), WOSB, SD-VOSB, EDWOSB, or HUBZone based on the responses received. The project falls under NAICS code 237130 (Power and Communication Line and Related Structures Construction) with a small business size standard of $45.0 million. The estimated project value is approximately $100 million for this large-scale electrical infrastructure replacement. The work requires careful coordination around active launch and maintenance schedules at Kennedy Space Center, and contractors must obtain Defense Logistics Agency Joint Certification Program clearance to access detailed project specifications. The replacement infrastructure will include new manholes spaced 500 feet apart and comprehensive upgrades to existing C-5 Power Distribution Equipment to support ongoing space operations and future missions.
