About this file

This is a Sources Sought Notice from NASA's Kennedy Space Center seeking capability statements for the LC39 Area Power Duct Bank Replacement project under NAICS code 237130 with a $45.0 million small business size standard. The project involves designing and replacing deteriorated power distribution infrastructure originally constructed in the 1960s, including approximately 15,000 feet of underground duct bank sections with 12 six-inch diameter conduits, new manholes spaced 500 feet apart, and three medium voltage feeders between C-5 Substation and Switching Station 900.

Capability statements are limited to 8 pages and must be submitted by February 14, 2025 at 12:00pm EST. Requirements include demonstrating experience as a Design-Build firm managing multi-discipline projects over $10M with DBIA-certified personnel. The work will be performed at an operational spaceport requiring careful coordination around launch and maintenance schedules. The power system supports critical NASA facilities including OSB I/II, VAB, LCC, and Pads 39A/39B. Contractors must obtain Defense Logistics Agency Joint Certification Program clearance to access project specifications. The government may consider small business set-asides including 8(a), WOSB, SD-VOSB, EDWOSB, or HUBZone based on responses received.

SOURCES SOUGHT NOTICE – LC39 Area Power Duct Bank Replacement, Project Control Number (PCN): 100308

NASA/ John F. Kennedy Space Center (KSC) is hereby soliciting information from potential sources for the LC39 Area Power Duct Bank Replacement, Project Control Number (PCN): 100308.

The National Aeronautics and Space Administration (NASA) KSC is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the LC39 Area Power Duct Bank Replacement. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service-Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received.

The objective of this Sources Sought is to solicit input of the capabilities among the contractors with experience serving as a Design-Build firm managing a large, multi-discipline project with key personnel to design and replace the LC39 Area Power Duct bank at Kennedy Space Center, Florida 32899. The potential construction project will be procured using procedures of the two-phase Design- Build acquisition in FAR Part 36.3 to design and replace existing Medium Voltage (MV) underground duct bank, including conduits and manholes, along with associated feeder cabling between the C-5 Substation and Switching Station 900, along Saturn Causeway. The replacement will involve installing new underground duct bank and MV feeder cabling.

The North American Industry Classification System (NAICS) code for this procurement is 237130 - Power and Communication Line and Related Structures Construction, and a small business size standard of $45.0 million.

SCOPE OF WORK

Background: The LC-39 area power distribution system was originally constructed in the 1960s and is now in a deteriorated and largely unserviceable condition. A critical component of this system is the duct bank (conduit) sections between manholes. These duct banks were built using ‘Orangeburg’ pipes, which are known to have deteriorated and collapsed over time, making the system incapable of supporting the removal or replacement of feeder cables. The electrical equipment in this area, supplied by the substation, is typically ‘double-ended’, meaning it is fed by two separate feeders. However, due to the inability to remove and replace feeders, the system is in a precarious condition, relying on secondary or backup feeders to handle the full load during a primary feeder outage. This condition, known as fail-safe mode, may be acceptable for short periods, but is not acceptable for extended durations.

Prolonged reliance on backup feeders may lead to overloads and cause cascading problems, including critical equipment malfunctions or failures and a complete power outage at the facility.

Goals: The proposed project will mitigate the known deficiencies in the power distribution system in the LC-39 area by providing: (1) the means to replace aged and deteriorated Medium Voltage (MV) feeders, (2) increased capacity to support NASA facilities’ electrical demand growth, and (3) increased power reliability by creating a more robust electrical power duct bank system (redundancy).

The work includes, but is not limited to, the following:

1. Design, procure, and install new underground duct bank sections (including conduits and manholes) between the C-5 Substation and Switching Station 900, extending to manhole P19, along Saturn Causeway. The scope covers approximately 15,000 feet and includes duct bank sections with 12 conduits, each 6 inches in diameter, and new manholes spaced 500 feet apart.

2. Design, procure, and replace the three existing pad MV feeders between the C-5 Substation and Switching Station 900. Provide and implement any required temporary power provisions to conduct the feeder replacement work.

This project will include working in a fully operational space port that cannot have any significant duration of downtime without substantial coordination around launch and operations & maintenance schedules. Work will need to be phased to accommodate daily operations, with restrictions to digging and switching activities in place.

Specifications: This power distribution system feeds and services multiple program direct and institutional facilities that are critical to NASA and KSC missions including OSB I, OSB II, LES, VAB, LCC, CCF, and Pads 39A and 39B. These facilities support Institutional, Exploration Ground Systems (EGS), Space Launch System (SLS), Orion, Commercial Operations, and Spaceport Integration (SI) - Operations and Maintenance programs. Therefore, the ability of this project to rehabilitate the LC-39 Area power distribution system will directly contribute to KSC and NASA mission success.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than eight (8) pages indicating the ability to perform all aspects of the effort.

The capability package shall be printed in not smaller than 12-point type, demonstrating experience in projects similar in size, content, and complexity while indicating the ability to perform all aspects of the effort described in the Sources Sought Notice.

The capabilities statement package must include, as a minimum the following:
