About this opportunity
Lawrence Berkeley National Laboratory (LBNL), operated by the University of California under Department of Energy prime contract DE-AC02-05CH11231, is seeking qualified subcontractors to perform decommissioning and demolition (D&D) services for multiple buildings on Laboratory Property. The scope of work encompasses comprehensive services including project management, safety oversight, waste management, pre-demolition studies, hazardous materials and radiological abatement, utility deactivation, stormwater management, demolition, soil excavation, equipment relocation, site restoration, and design services as needed. A critical qualification requirement is that safety oversight staff must hold a Certified Safety Professional (CSP) certificate with a minimum of five years of safety oversight experience. Additional qualifications include capability to utilize Primavera P6 scheduling software with weekly updates and three-week look-ahead schedules, expertise in handling hazardous and radiological materials, and ability to maintain separate charging by project numbers. This Request for Information (RFI) is targeted toward small businesses under NAICS 236220, and responses must be submitted electronically by November 28, 2025 at 4:00 PM to tracykaae@lbl.gov.
No set-aside designation has been applied to this procurement opportunity, and no incumbent contractor has been identified in the notice. The RFI indicates that an RFP is anticipated in January 2026 with contract award expected in December 2026, establishing a clear timeline for the competitive procurement process. While no specific award value or budget range is disclosed in the pre-solicitation notice, the small business size standard for NAICS 236220 is $45,000,000, which may indicate the potential scope and complexity of this project. Respondents should be aware that this is an information-gathering phase and should not include proprietary or confidential information in their submissions. The comprehensive nature of the services required—encompassing environmental remediation, construction, and site restoration across multiple buildings—suggests a substantial, multi-phase project requiring experienced and capable contractors.
