About this opportunity
The Maritime Administration (MARAD), an agency within the U.S. Department of Transportation, is seeking layberthing services for up to three Ro/Ro vessels (CAPE SABLE, CAPE SAN JUAN, and CAPE STARR) along the U.S. East, Gulf, or West Coast. The solicitation requires a safe, exclusive layberth location within navigable waterways, with a maximum 150-mile distance from open waters, and the ability to accommodate multiple vessels no more than 5 miles apart. Bidders must provide comprehensive facilities including 24/7 security, shore power connections, potable water service, and a heavy weather mooring plan capable of withstanding winds up to 130 mph. The solicitation offers two contract options: a base year with 4 optional years or a base year with 9 optional years, with bids due by March 5, 2025 at 1:30 PM EDT. Evaluation criteria will likely include financial capability, legal right to the proposed facility, technical compliance with extensive maritime infrastructure requirements, and the ability to meet environmental and security standards.
The contract is not specifically set aside for small businesses, but follows NAICS code 488390 with a $47 million size standard. Potential bidders will need to provide detailed representations and certifications, including compliance with federal regulations regarding business status and ownership. The layberthing services are exclusively for MARAD/Government vessel use, with mandatory electrical power and telephone services required at the facility. Bidders can propose temporary generator solutions if permanent infrastructure is not immediately available. The place of performance is within the United States, with flexibility for locations on coastal or inland waterways. While specific award values are not explicitly stated, the comprehensive technical requirements and long-term contract options suggest a significant potential contract value that would be attractive to maritime support service providers.
