About this opportunity
The U.S. Department of Transportation Maritime Administration issued Solicitation No. 693JF725B000008 seeking exclusive layberthing services for two CAPE R class Ready Reserve Force vessels (CAPE RACE and CAPE RISE) with an optional third vessel (CAPE RAY) on the U.S. East Coast. The procurement was structured as an Invitation for Bids requiring fixed per diem pricing for berthing services, including connection and disconnection evolution costs, with all expenses to be inclusive of handling charges, overhead, and profit. Bidders were required to provide detailed technical documentation including mooring calculations, facility structural designs, environmental permits, security plans, and proof of port services capabilities. The evaluation was to be based on lowest evaluated price with potential preference for HUBZone small business concerns. However, the solicitation was completely canceled via Amendment 0002 on August 13, 2025, with the previously scheduled bid opening of August 21, 2025 at 1400 EST eliminated due to compliance requirements with Department of Transportation policies regarding required government approvals prior to solicitation issuance.
This procurement did not utilize any set-aside designations and no incumbent contractors were identified in the documentation. The contract offered two performance period options: a 5-year term from November 17, 2025 to November 16, 2030, or a 10-year term from November 17, 2025 to November 16, 2035, with the government retaining discretion to choose between alternatives. The services were required for two mandatory vessels with an optional third vessel, covering comprehensive layberth services including security, electrical services, and water/sewage services. Performance was to occur on the U.S. East Coast from the southern tip of Florida to the southern tip of the Texas East Coast, specifically within navigable waterways located within 150 miles of open waters. The cancellation notice advised prospective bidders that they would have opportunities to participate in any future re-solicitation or related requirements for similar layberthing services.
