About this opportunity
The U.S. Fish and Wildlife Service National Wildlife Refuge System Law Enforcement seeks upfitting and delivery of five government-furnished law enforcement patrol vehicles—four Ford F-150 4x4 Crew Cabs and one Ford F-250 4x4 Crew Cab, all Class A marked—with quotes due July 31, 2026 at 11:00 AM Pacific Time. This is an unrestricted RFQ using FAR Part 12 commercial procedures with anticipated award by August 7.
Place of performance is the FWS San Luis National Wildlife Refuge in Los Banos, California. The contractor must complete all upfitting and deliver each vehicle within 90 calendar days of arrival at the vendor's facility. Upfitting work includes emergency lighting systems with programmable LED lightbar, takedowns, headlight flasher, rear/side light sticks, tailgate strip lighting, and 360 intersection lights; siren and control console with PA capability; Setina Trans-Max prisoner transport cage; dual rifle/shotgun gun rack; custom wiring harness with integrated battery management; window tinting to 35% or per California law; communications equipment installation; fire extinguisher; and Class A graphics package. The contractor must self-perform the preponderance of upfitting labor and comply with manufacturer specifications and NWRSLE standardization requirements. NAICS code is 811111 (General Automotive Repair) with a $9 million size standard. The Bid Schedule contains five Contract Line Items covering base vehicles and an optional K9-specific equipment line. Award will be issued as Firm-Fixed-Price to the responsible offeror providing best value, with non-price factors—experience, subcontractor disclosure, and past performance—weighted more heavily than price. The contractor must provide a minimum 12-month warranty on all work and submit quotes via email to oscar_orozco@ios.doi.gov as a single PDF including company information, experience demonstrations, subcontractor disclosures, past performance data, and completed pricing schedule.
