About this file

This is a Combined Synopsis and Solicitation for Law Enforcement Vehicle Upfitting Services issued by the U.S. Fish and Wildlife Service (USFWS) National Wildlife Refuge System Law Enforcement (NWRSLE) program.

The solicitation (140FS126Q0128) is an unrestricted Request for Quotation (RFQ) for commercial services using FAR Part 12 procedures, with quotes due July 31, 2026, at 11:00 AM Pacific Time and anticipated award by August 7, 2026. The requirement involves receiving, upfitting, and delivering five government-furnished law enforcement patrol vehicles—four Ford F-150 4x4 Full Size Crew Cabs and one Ford F-250 4x4 Full Size Crew Cab, all Class A (Marked)—to the FWS San Luis National Wildlife Refuge in Los Banos, California. The vehicles must be completed and delivered within 90 calendar days of arrival at the vendor's facility. NAICS Code 811111 applies with a $9 million size standard. Award will be issued as a Firm-Fixed-Price purchase order to the responsible offeror providing the best value, with non-price factors (experience, subcontractor disclosure, and past performance) weighted more heavily than price.

The Statement of Work specifies comprehensive upfitting requirements including emergency lighting systems (programmable LED lightbar with takedowns, headlight flasher, rear/side light sticks, tailgate strip lighting, 360° intersection lights), siren and control console with PA capability, prisoner transport cage (Setina Trans-Max configuration), dual rifle/shotgun gun rack, custom wiring harness with integrated battery management, window tinting (35% or per California law), communications equipment installation, fire extinguisher, and Class A graphics package. The vendor must self-perform the preponderance of upfitting labor (wiring, lighting, cage, weapons rack, communications installation), comply with manufacturer specifications and NWRSLE standards, maintain standardized installation across all vehicles, and provide a minimum 12-month warranty on all work. The Bid Schedule includes five Contract Line Items (CLINs 0001-0004 base requirement, CLIN 0005 optional K9-specific equipment) with separate pricing for each vehicle type and additional services. Offerors must register in SAM.gov, submit quotes via email to oscar_orozco@ios.doi.gov with company information, experience demonstrations, subcontractor disclosures, past performance data, and completed pricing schedule in a single PDF document. Payment will be processed through the Invoice Processing Platform (IPP) with supporting documentation of vehicle delivery and acceptance required.

10. Evaluation Factors IAW FAR 52.212-2 Evaluation - Commercial Products and Commercial Services.

(DEVIATION MAR 2026). These General Evaluation Factors will be applied:

• Experience: Demonstrated experience performing similar law enforcement or emergency vehicle upfitting projects comparable in scope, scale, complexity, and equipment installation requirements to this requirement, and the ability to meet all goals, milestones, and objectives on schedule within the required period of performance. Where subcontractors are proposed, the offeror shall demonstrate that it will perform the preponderance of the law enforcement vehicle upfitting labor (wiring, lighting, cage, weapons rack, and communications installation) with its own workforce.

• Subcontractor Disclosure: The offeror shall identify any subcontractor(s) proposed for use in performance of this requirement, including the scope and estimated percentage of work each subcontractor will perform. If no subcontractors will be used, the offeror shall state "No subcontractors will be used" in its quote.

• Past Performance: The Government will review the offeror's performance history in the Contractor Responsibility Assessment or other available sources, consistent with FAR 9.104-1(c) and FAR 12.206.

Any contract terminated for default, convenience, or for cause will be rated unfavorably and may result in a determination that the offeror is nonresponsible, unless the offeror demonstrates the termination resulted from causes beyond its control or that it has since taken appropriate corrective action.

If records are unavailable, the offeror shall provide a narrative describing how it will ensure quality, schedule compliance, and conformance with contract requirements.

• Experience, subcontractor disclosure, and past performance, when combined, are more important than price.

11. Offerors must submit quotes via email to oscar_orozco@ios.doi.gov. All interested Contractors shall provide a quote as follows:

RFQ due date: Friday, July 31 2026

RFQ due time: 11:00 AM; Pacific Time

The anticipated award date is August 7, 2026. Please do not request award status prior to this date.

Parties responding to this solicitation please submit the following in a single pdf document:

• Company Information: Provide Company's address, phone number, email, and SAM.gov Unique Entity Identifier (UEI). Vendors must be registered and Active for All Awards in SAM.gov to be considered for an award action. Failure to provide a SAM UEI will have your response deemed unresponsive and not further considered for an award.

• Experience: Provide evidence of the offeror's experience and expertise to perform the required work in accordance with the attached Statement of Work. Include examples of similar law enforcement or emergency vehicle upfitting projects completed within the past five (5) years, including vehicle types, equipment installed, and delivery details.

• Subcontractor Disclosure: Identify any proposed subcontractor(s) and the scope/percentage of work performed by each, or state that no subcontractors will be used.

• Past Performance: Assessment Responsibility reports will be pulled if unavailable, a narrative describing how quality, schedule compliance, and conformance with contract requirements will be ensured shall be submitted.

• Price Quotes: A completed Bid Schedule attached.

The Government will evaluate quoted prices for reasonableness and may consider other quotations received, the Government estimate, and any other relevant information available to the Government.

Award will be made to the responsible offeror whose quotation conforms to the solicitation and represents the best value to the Government, considering experience, subcontractor disclosure, past performance, and price. Non-price factors, when combined, are more important than price. However, as quotations become more equal under the non-price factors, price will become increasingly more important in the award decision.

STATEMENT OF WORK

Law Enforcement Vehicle Upfitting Services

National Wildlife Refuge System Law Enforcement (NWRSLE)

Solicitation No. 140FS126Q0128

BACKGROUND

The U.S. Fish and Wildlife Service (Service), National Wildlife Refuge System Law Enforcement (NWRSLE) replaces emergency vehicles at regular intervals, approximately 50 units per year. Once acquired, these vehicles will need to be fitted with emergency lighting, audible warning, control console, and other miscellaneous mission-specific equipment. The vehicles will be Sport Utility Vehicles (SUV) or pickup trucks, of various makes and models defined by NWRSLE, and will be outfitted as a fully marked (Class A), or unmarked (Class B) vehicle. Internally and externally installed equipment on the Class A and Class B vehicles are upfitted identically to maintain standardization and meet policy guidelines.

K9-specific equipment will be communicated on an as-needed basis by the National K9 Coordinator and/or representative handler.

OBJECTIVES

The Service acquires emergency response vehicles to ensure the safety of our Federal Wildlife Officers (FWOs) in the performance of their duties. The upfitting of the components required to perform daily patrol work and investigations is of utmost importance to the mission. The ability to safely respond with adequate emergency lighting, equipment, and prisoner transport is achieved through the quality upfitting of vehicles by a vendor which meets or exceeds public safety levels.

The NWRSLE retains the right to conduct on-site inspections of the upfitted vehicles at the vendor location at any time prior to delivery. No vehicle will be delivered without consent of the NWRSLE Contracting Officer's Technical Representative (COTR), or designee.

STATEMENT OF WORK

UP-FITTING

The vehicles requiring upfitting and delivery based on the GSA SIN are as follows:

• (4) Ford F-150 4x4 Pickup, Full Size Crew Cab, caged, Class A (Marked)

• (1) Ford F-250 4x4 Pickup, Full Size Crew Cab, caged, Class A (Marked)

The requirement of the vendor is the receiving, proper installation of Government-identified law enforcement equipment, and delivery of Government-owned vehicles.

The installation is to be in compliance and consistent with equipment manufacturers' instructions for the item, to include all non-original equipment manufacturer (OEM) after-market items purchased to make the vehicle ready for Federal Wildlife Officer (FWO) work. The vendor agrees to complete the upfit and deliver the patrol-ready vehicle within ninety (90) calendar days from the date the vehicle arrives at the vendor's upfitting facility.

The vendor will install all emergency vehicle equipment in a consistent, standardized manner, ensuring every vehicle is identical, including the routes in which wiring is laid throughout the interior of the vehicle.

Wiring must include weatherproof, protective sheathing in areas subject to outside elements, crimping, and/or wear that may cause failure to connected equipment or vehicle damage. All connections shall utilize butt connectors, solder, and shrink wrap at connection points. The vendor shall ensure that performance and workmanship minimize risk of electrical failure, mechanical failure, or fire due to changes made by the vendor.

The vendor will install all sensitive radio/communications equipment in the radio compartment of a Setina SuperMax single-prisoner storage cage (or similar). No communications equipment will be installed on flooring or in a location where liquid/dirt/objects may damage it.

Installed equipment must sustain extremes in vibration, climate, and conditions — from extreme cold, snow-covered highways, to extreme hot, dusty washboarded gravel roads, to off-road use. All wiring must be protected in looming/wrap or other suitable protective sleeves to industry standard, particularly where passing through bulkheads, trim, or interior/exterior components where chaffing/abrasion may cause wear, failure, or shorts.

NWRSLE vehicle classification consists of Class A and Class B vehicles. Class A vehicles are standard marked patrol vehicles, fully marked using approved standards and equipment to promote a safe and effective working environment. Class B vehicles are unmarked patrol vehicles. Both classes are fully equipped patrol vehicles and may be either "caged" or "uncaged" as stated below.

FWO PACKAGE EQUIPMENT AND UP-FITTING STANDARDS

The vendor shall adhere to the NWRSLE vehicle upfitting standards for equipment. The NWRSLE equipment standards identified for both classes of vehicle are as follows, subject to change:

Window Tinting

Window tinting material will be 35% (all windows excluding front windshield but including top windshield brow) or tinted in accordance with California State Law to the maximum allowable tint percentage where applicable.

Tinting provides UV protection of the interior from fading, security of equipment from theft, and safety in the case of an accident by preventing glass from splintering. The vendor will not use non-reflective/dyed material.

The finish edge of tinting will be to the edge of the window with no gap exposed; the rear window shall be done in one piece and heat shrunk for best fit and shall be 100% free from defects.

Headlight Flasher

Use of 'plug/play' modules is acceptable. Drilling into or installing light modules in factory lighting is not permitted.

Fully Programmable LED Lightbar w/ Takedowns

For all (4) Class A F-150s and (1) F-250: install full-size programmable lightbar. A light color pattern selector switch shall allow the officer to select red/blue, all red, all blue, or 'California Red.' All programmable lights shall automatically drop into 'low power' mode when headlights are activated, reducing LED brightness from 100% to approximately 60% brilliance ('night mode').

Rear and Side Light Stick

Directional rear-mounted LED warning light capable of permeating rear window tinting, compatible with the siren/light controller. Full-width unit with programmable red/blue response flash pattern and amber left/right/center-out directional flash pattern with scrolling flash rate. Housing for each LED module shall be sealed from condensation and dust, with waterproof internal connectors and fully sealed electronics. Additional interior LED strip lights shall be mounted in driver and passenger side rear-door windows for side warning coverage.

Flashlight

Rechargeable LED police-type flashlight, mount, and charger installed.

Tailgate Strip Lighting

Alternating programmable lighting strips mounted across the tailgate gap in red/blue pattern.

Spotlight

Mounted on driver side (if capable) with interior handle/switch.

Heavy Duty Winch-Ready Grille Guard and Side Lighting

Grille guard provides vehicle protection and shall be sturdy-mounted to minimize loosening from heavy vibrations during off-road operation. Grille-mounted emergency lights shall have completely sealed electronics, be impact resistant, and use high-power LEDs for maximum emergency visibility, sealed from condensation and dust intrusion.

360° Front and Rear Intersection Lights

Lights shall provide 360° warning and be flush or nearly flush mounted to avoid catching objects during off-road use. Lights shall be mounted high to reduce obstruction from brush or snow banks, providing side warning safety in high-traffic intersections.

Console

Holds vehicle equipment including radios, siren/light controller, and auxiliary radios per NWRSLE specifications, sized to avoid impeding access to vertically mounted long guns between driver and passenger seats. Console shall contain 4 power outlets (2 12v, 2 USB), cup holders, an 8-inch locking box, and padded armrest. Console must fit APX8500, SatRad head units, siren/light control, power, cup holders, lock box, armrest, and allow easy access to long guns. Accessories wired ignition hot with 15-minute timer. Radio-LTE/SAT with external speaker, Motorola Mobile and IPR25 system with associated speakers/cabling, wired ignition hot with 2-hour timer.

Interior Overhead Light

Two red/white dome lights mounted in unsecured areas front and rear, operable without key in ignition.

Optional Partition/Prisoner Cage

For (4) F-150s and (1) F-250, utilize the Setina Trans-Max cargo cage configuration: 1/3 prisoner, 2/3 cargo, with radio tray, retaining factory seat on prisoner side. Setina shelf units provide secure organized transport of gear, a locking box, and a separate secure/protected radio/electronics mounting location. Single prisoner partition with mounted kick panel and window screen creates a barrier between front and rear seats to contain equipment in the event of a crash.

Siren Controller and Speaker

Standard plug-in electronic siren with PA and integrated light controller featuring individually programmable switches. Switch button map will be provided to NWRSLE. Microphones shall have magnetic mounts.

Anti-Theft Ignition Override System

Required for vehicle security when the officer is out of the vehicle while it is running. Switch shall be installed in a discreet area known only to the vehicle operator.

Vertical Dual Rifle/Shotgun Gun Rack

Dual long gun assembly — M4 and 12-gauge shotgun with receiver side saddle. Must use Blac-Rac updated anti-theft unit for AR-15 and Santa Cruz 870 pump SC-1 dual T-Rail; both long guns must have butt plates to eliminate rocking action that could break the weapon free from locking mechanisms. Gun rack must be wired hot, vertically mounted on floor with steps taken to limit vibration, shotgun mounted closest to the driver. Two hidden gun lock switch/buttons installed in the forward cab with momentary timer mounted under dash on driver and passenger sides. Exact install location to be provided to awarded vendor.

Patrol Power Custom Modular Police Package Wiring Harness

Custom modular wiring harness and fuse panel with labeled wire, integrated built-in timer to eliminate battery drain, and integrated 'Super-Relay' to shut down all emergency lighting connections during vehicle servicing.

Constructed with weatherproof wiring, single AWG battery connection with integrated high-amp thermal circuit breaker, MIL-SPEC wire crimps, MIL-SPEC 300 Amp relay, and vehicle-specific housing. 'Vacation mode' provides ease of servicing, security during servicing, non-invasiveness to vehicle computer/radio systems, and reduces risk of vehicle damage from electrical failure.

Fire Extinguisher with Vertical Extinguisher Bracket

Installed in an accessible location.

Programmable Battery Saver

Set to 2 hours to avoid interfering with radio code programming.

600 Watt Power Inverter w/ Solenoid

If the factory vehicle comes equipped with an equivalent power outlet, disregard the power inverter requirement.

Radio Ready Wiring

APX 7500/8500 VHF radio wiring and mounting for receipt of radio head and 'brain box' equipment. NWRSLE utilizes Motorola APX full-spectrum remote-mount radios. Wiring harness, cabling, mounting bracket(s), antenna, and remote cable must be installed in the event a radio is not available for installation at time of upfit.

Agency will install the head and remote upon delivery of the vehicle and demobilization of the old vehicle.

Roof Antenna Special Instruction

Antenna(s) installed on the roof shall be mounted to allow the FWO to remove and re-install without hand tools. Roof mounting locations for E323 Satellite, Motorola, 3xMIMO Sharkfin (Government-provided), and installer-provided cell booster antenna will be identified in an attached document.

Graphics for Class A Vehicles

To maintain consistency with the current fleet, a graphics package with specific placement instructions will be supplied to the vendor for installation on Class A vehicles.

DELIVERY

Upon arrival to the vendor of each law enforcement vehicle, completion and delivery of the vehicle shall not exceed ninety (90) calendar days. NWRSLE retains the right to conduct on-site inspections of the completed vehicle at the vendor location prior to delivery.

The vendor shall perform quality control checks on all new equipment on each vehicle during upfitting to ensure proper installation, assembly, and function of emergency equipment per manufacturer specifications. This will ensure OEM vehicle equipment functions properly in operating conditions and that the upfitting process does not affect OEM equipment or settings.

No NWRSLE vehicle will be stored or left outside of a secure area overnight or longer while being upfitted.

The vendor shall be responsible for repair of any damage to any vehicle and equipment incurred during shipping and build phases. If the vendor has a drop code, the COTR will decide the option to use when purchasing vehicles at point of sale.

MANUFACTURERS' GUARANTEES AND WARRANTIES

In addition to the required warranties provided in FAR 52.246-20, the following warranties and guarantees shall be provided:

• All manufacturer or installer guarantees/warranties obtained by the Contractor for any materials, products, services, or equipment procured for this project shall be obtained for the use and benefit of the Government.

• The contractor will provide a minimum twelve (12) month warranty on all work. Major components and sub-assemblies shall be warrantied through their respective manufacturers. In the event a defect in installation workmanship is discovered following delivery of a vehicle at its final destination, the contractor shall itself, or subcontract with a company in that geographic area, to make repairs and shall assume financial responsibility for all costs related to the repair.

• A copy of the manufacturer's standard warranty shall be enclosed in the package or included with shipping documents, as appropriate, for each warranted item delivered under the purchase agreement, and included in a packet within each vehicle.

• If a claim for warranty is requested, the vendor will work to make the repair, provide technical assistance, or send replacement parts in an expedient manner.

• Items warranted by the manufacturer's standard warranty shall be marked or stamped "Warranted."

If space on the item is not available, the packing slip should state, as a minimum: brief statement that a warranty exists; substance of the warranty; duration of the warranty; and person/company to notify if the items are defective.

INSPECTION AND ACCEPTANCE

General. Inspection and acceptance of all services performed under this contract shall be in accordance with FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services, and this section of the Statement of Work. The Government reserves the right to inspect, at any time, the workmanship, materials, and installed equipment on any vehicle undergoing upfitting.

• Place of Inspection. Inspection and acceptance shall occur at the vendor's upfitting facility prior to delivery of each vehicle. The National Wildlife Refuge System Law Enforcement (NWRSLE) Contracting Officer's Technical Representative (COTR), or designee, shall conduct a final inspection of each completed vehicle before it leaves the vendor's facility. No vehicle shall be released or delivered without the COTR's written consent.

Inspection Criteria. The COTR, or designee, will inspect each vehicle to verify that:

• All equipment listed in the FWO Package Equipment and Up-Fitting Standards section has been installed per manufacturer specifications and NWRSLE standardization requirements;

• Wiring, connections, and looming meet the workmanship standards specified in this SOW (butt connectors, solder, shrink wrap, weatherproof sheathing, protective sleeving);

• All installed equipment is fully functional, including emergency lighting, siren/light controller, communications wiring, console, prisoner cage, and weapons rack;

• Installation has not altered or degraded any OEM vehicle systems, settings, or functions; and

• The vehicle is free of damage incurred during receipt, storage, or the upfitting process.

Rejection and Correction. If the COTR determines that a vehicle does not conform to the requirements of this SOW, the Government will reject the vehicle and notify the Contractor of the specific deficiencies in writing. The Contractor shall correct all deficiencies at its own expense within a reasonable time specified by the COTR, and shall not deliver the vehicle until it has been re-inspected and accepted. Rejection and required correction shall not extend the ninety (90) calendar day delivery timeframe unless otherwise authorized in writing by the Contracting Officer.

Acceptance. Formal acceptance of each vehicle shall be evidenced by the COTR's written or electronic sign-off confirming that the vehicle conforms to all SOW requirements. Acceptance of a vehicle does not relieve the Contractor of its warranty obligations under the Manufacturers' Guarantees and Warranties section of this SOW, nor does it constitute a waiver of the Government's right to enforce warranty remedies for latent defects discovered after delivery.

Government-Furnished Property (GFP) Condition. As part of the inspection process, the COTR will also verify that the vehicle, as GFP, has not sustained damage during the Contractor's custody, consistent with FAR 52.245-1, Government Property. Any damage identified shall be addressed by the Contractor as specified in the Delivery section of this SOW.

SUBCONTRACTOR REQUIREMENTS

The Contractor shall identify any proposed subcontractor(s) at the time of quote submission, including the scope of work and estimated percentage of the total contract value each subcontractor will perform. If no subcontractors will be used, the Contractor shall state this in its quote. The Contractor shall comply with FAR 52.219-14, Limitations on Subcontracting, and shall not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.

The Contractor shall self-perform the preponderance of the upfitting labor described in this Statement of Work.
