About this opportunity
The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville, published a Notice of Intent to Sole Source on March 11, 2026, for the procurement of a laundry detergent feed system and associated chemicals for use at Unaccompanied Housing Corry Station, FL, and the Center for Information Dominance (CID). The Navy intends to award the contract exclusively to Charles Neely Corporation, the original equipment manufacturer of the required system. The procurement is classified under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) with a small business size standard of $12.5 million. The estimated contract value is $4,300 for fiscal year 2026, with a performance period from June 16, 2026, through June 15, 2027. This special notice serves as an exception to fair opportunity competition procedures.
The primary objective of this notice is to solicit evidence from alternative sources that comparable systems are available and would be more advantageous to the Government than proceeding with the sole-source award to Charles Neely Corporation. Eligible contractors have 15 calendar days from the March 11, 2026 publication date (due by March 26, 2026) to submit written responses supported by clear and convincing evidence demonstrating their capability to provide the required system and documenting cost advantages. Interested parties must submit responses to contract specialist Quentin Keaton (Quentin.l.keaton.civ@us.navy.mil) and contracting officer Peiney Allerton; requests for documentation alone will not constitute an affirmative response. The required feed system must be compatible with B&C Technologies Model SP100E2 25 ANN-ABA washing machines and include four pumps, four front-load dispensers, a controller with machine interface, J-cables, and a chemical dispenser with load-counting capabilities. If no qualifying responses are received by the deadline, the Navy will proceed with the sole-source contract award.
