About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is conducting market research for the LAU-118(V)4/A launcher, a specialized missile launching system used on F-15 and F-16 aircraft for deploying AGM-88 High-Speed Anti-Radiation Missiles. The government is seeking potential sources with expertise in producing, testing, and repairing this critical military equipment, which includes specific safety-critical components like a special purpose electrical cable assembly and spring cartridge assembly. Contractors must demonstrate comprehensive capabilities in manufacturing, repair, and engineering, with a focus on meeting stringent quality assurance and technical requirements. The market research is intended to identify qualified sources, with responses due by January 2, 2025, and a clear prohibition on foreign participation. Evaluation will likely focus on manufacturing capabilities, technical expertise, facility capacity, and past performance in similar aerospace and defense manufacturing environments.

The pre-solicitation notice indicates no specific set-aside designation, but small businesses are encouraged to participate, potentially through teaming arrangements. The anticipated contract is expected to be a five-year agreement with a base year and four option years, with an initial Best Estimated Quantity of 49 units. The procurement falls under NAICS category 336419 for guided missile and space vehicle parts manufacturing, with an estimated contract value not explicitly stated in the documents. Contractors will be responsible for furnishing all materials, support equipment, tools, and testing equipment, with a requirement that any replacement parts meet or exceed original component quality. The government maintains full configuration control and owns the technical data for the system, which is not classified as a commercial item, suggesting a potentially complex and specialized procurement process.

Launcher (LAU-118) (V)4/A

The LAU-118(V)4/A launcher attaches to aircraft with 30-inch lug suspension and is capable of launching a single AGM-88 High-Speed Anti-Radiation Missile (HARM). The LAU-118(V)4/A launcher provides mechanical and electrical interface between missile and aircraft.  Electrical interface is provided thru the Aircraft Launcher Interface Computer (ALIC) (enables launcher to be used on F-15 and F-16’s). Stores fired from this launcher are ignited and missile thrust propels store to slide forward, disengaging from launcher, and flying to target. The LAU-118(V)4/A contains critical safety items with specific testing requirements, including a special purpose branched electrical cable assembly (P/N 704AS4008) and a spring cartridge assembly (P/N 704AS4005).
