About this opportunity
NASA's Shared Services Center has issued a Special Notice for the sole source acquisition of a LaserMech PRIMES PowerMonitor PM48 Special Engineering Service Modified for Vacuum from LASER MECHANISMS INC. The procurement is being conducted under FAR 13.106-1(b)(1)(i) authority, with NASA determining that LASER MECHANISMS INC is the sole provider of this specialized equipment. The device will be used at NASA Marshall Space Flight Center and is classified under NAICS Code 335999 for miscellaneous electrical equipment manufacturing. NASA intends to acquire this commercial item using FAR Part 12 and Part 13 provisions and procedures. The procurement involves a highly specialized power monitoring device that has been custom-modified for vacuum environments.
The purpose of this Special Notice is to provide other potential contractors an opportunity to demonstrate their capabilities and qualifications to perform this work, which could potentially convert the procurement from sole source to competitive. Interested organizations must submit written capabilities statements to Laura Quave at laura.a.quave@nasa.gov by 4:00 p.m. Central Standard Time on August 28, 2025, with oral communications explicitly not acceptable. The government will evaluate these submissions solely to determine whether to conduct the procurement on a competitive basis, though the final decision remains entirely at the government's discretion. The specialized equipment is designed for NIR lasers with beam power from 0.3 kW to 8 kW and features vacuum-compatible modifications including specialized electronics, copper hard line tubing, manual protective shutter, and elimination of emergency sirens. Any contractor wishing to challenge the sole source determination must demonstrate equivalent capabilities to provide this highly specialized, modified laser power monitoring equipment.
