About this opportunity
The United States Department of Agriculture Agricultural Research Service (USDA-ARS) is soliciting quotes for a Laser Based Trace Gas Analyzer to support greenhouse gas emissions research at their Midwest Area research facility in Madison, Wisconsin. The procurement is for a portable, research-grade analyzer capable of measuring N2O, CO2, CH4, and H2O in field settings using Optical Feedback Cavity-Enhanced Absorption Spectroscopy (OF-CEAS) technology. The solicitation, numbered 12505B25Q0054, is being conducted as a Request for Quote (RFQ) with quotes due by January 21, 2025, and questions accepted until January 15, 2025. The evaluation will be conducted using a Lowest Price Technically Acceptable (LPTA) methodology, which means the government will first assess technical compliance and then select the lowest-priced technically acceptable quote. Offerors must submit both technical and price components electronically and demonstrate satisfactory past performance.
The contract is designated as a Total Small Business Set-Aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees. The procurement is for a single unit of the trace gas analyzer, with delivery required within 90 days after receipt of order (ARO) to the Madison, WI location. LI-COR Biosciences is mentioned as a potential vendor, though the solicitation remains open to qualified small businesses. The contract will be a firm-fixed-price arrangement, and all offerors must be registered in the System for Award Management (SAM) to be eligible. The analyzer must include specific features such as a portable battery-powered survey chamber, GPS and Wi-Fi capabilities, embedded flux processing software, internal data storage, and soil moisture/temperature probes. Successful vendors will be required to provide employee training and grant USDA-ARS scientists access to raw data collected by the equipment.
