About this opportunity
The National Park Service's Denver Service Center is conducting market research for a comprehensive marina infrastructure rehabilitation project at Lake Roosevelt National Recreation Area in Washington. This major undertaking involves replacing approximately 20,000 square feet of deteriorated wooden docks with modern polyethylene modular and steel-framed floats, upgrading the entire dock anchorage system with gravity anchors and dynamic mooring systems, and replacing all dock utilities including electrical, water, and sewer pump-out systems. The project also encompasses removing two aging underground fuel storage tanks and installing two 6,000-gallon above-ground fuel tanks with complete fuel delivery and dispensing systems, along with reconfiguring parking areas and improving pedestrian circulation throughout the marina. The agency is seeking information from interested contractors regarding their business classification, bonding capacity, relevant project experience, and technical capabilities to handle the unique challenges of this remote mountainous location. Responses to this Sources Sought Notice are due by August 8, 2025, at 2:00 PM Mountain Time, with the National Park Service planning to issue a competitive Request for Proposals in the fourth quarter of 2025.
This procurement does not utilize any small business set-aside designation and is open to both large and small businesses across various categories including HUBZone, Veteran-Owned, and Woman-Owned small businesses. The project is valued at over $10 million and will be awarded as a Firm-Fixed-Price contract following the competitive solicitation process. The scope includes replacing 20,000 square feet of dock infrastructure, installing two 6,000-gallon fuel storage tanks, and refurbishing the septic lift station along with the log boom wave attenuator system. Contractors will face significant logistical challenges due to the remote location with limited staging areas, mountainous road access requiring careful transportation planning, and the need to accommodate varying lake water levels and potential winter construction conditions. The project falls under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Y1PA for Construction of Recreation Facilities.
