About this file

This Sources Sought Notice (SSN) issued by the National Park Service's Denver Service Center seeks market research for a major infrastructure rehabilitation project at Lake Roosevelt National Recreation Area in Washington. The project, valued at over $10 million, involves replacing approximately 20,000 square feet of dilapidated marina docks with polyethylene modular and steel-framed floats, replacing dock anchorage systems, upgrading utility systems, refurbishing a septic lift station, and replacing the log boom wave attenuator system. Additionally, the project includes removing two underground fuel storage tanks and installing two 6,000-gallon above-ground fuel tanks with a new delivery and dispensing system, as well as reconfiguring parking areas and improving pedestrian circulation.

The National Park Service anticipates issuing a competitive Request for Proposals (RFP) in the fourth quarter of 2025, with a planned Firm-Fixed-Price (FFP) contract award. Interested businesses, both large and small, are invited to submit detailed responses by August 8, 2025, at 2:00 PM Mountain Time. The agency is specifically seeking information about companies' business type (including potential small business set-asides such as HUBZone, Veteran-Owned, Woman-Owned), bonding capacity, project experience, and capabilities. The project has unique challenges, including remote location, limited staging areas, mountainous road access, and the need to work around varying lake water levels and potential winter construction conditions.
