The Department of the Air Force Air Combat Command is soliciting offers for large multi-spectrum curtains through Request for Quotation FA468626Q0002, issued on March 27, 2026. The curtains must provide full-spectrum mitigation capabilities, blocking all known electronic surveillance systems including radar, synthetic aperture radar, thermal, and infrared technologies, while featuring one solid white side and a light-colored reverse side for maximum light reflection. Award will be made using a Lowest Price Technically Acceptable (LPTA) methodology, with evaluation incorporating proof of required certifications, technical compliance review, and past performance assessment through CPARS and FAPIIS systems. Offers are due by April 10, 2026, at 3:00 PM Pacific Standard Time to the identified contracting officers, Theodore Church-Reeves and Daniel Warden.

This acquisition is designated as a 100% small business set-aside, restricting competition to certified small business concerns. No incumbent contractor information is provided in the solicitation documents. The specific award value is not disclosed; however, pricing will be firm fixed with evaluation based on lowest price among technically acceptable proposals. Delivery is required within 150 calendar days from the date of award to DLA Distribution Depot San Joaquin in Tracy, California, with final inspection and acceptance to occur at Andersen Air Force Base in Guam. The contractor must coordinate delivery at least two weeks in advance during standard operating hours, Monday through Friday, 8:00 AM to 4:00 PM Chamorro Standard Time, and ensure all personnel obtain base passes or are listed on an Entry Authorization List, with vehicles entering exclusively through the North Gate.
