About this opportunity

The Department of State seeks language training services at the U.S. Embassy Beirut, with quotations due July 3, 2026 at 2:00 p.m. The Government will make either one or two awards based on best value determination: one award covering both Arabic and French instruction, or two separate awards split by language.

Place of performance is Beirut, Lebanon, with in-person instruction on Embassy premises Monday through Friday, 8:00 a.m. to 6:00 p.m. Services include instruction in French, Modern Standard Arabic, and Lebanese Arabic to adult American students for a base year plus four option years, with approximately 1,000 hours per year of group instruction (up to four students per class) and individual lessons as approved by the Post Language Officer. The contractor must furnish all instructional materials; the Government provides classroom space, equipment, and consumable supplies. Compensation is firm fixed price per hour for reported teaching hours only, with no guaranteed minimum hours, though the Government is obligated to purchase no less than five sessions per week. Instructors must have at least two years full-time or four years part-time foreign language instruction experience, preferably with non-native speakers.

Quotations must include past performance references from the last five years, instructor resumes, evidence of personnel and resources, service delivery and quality assurance plans, and proof of DBA workers' compensation insurance. Contractors must obtain SAM.gov registration before award and comply with Lebanese licensing and permit requirements. Pricing must be submitted in U.S. dollars per one-hour session with separate line items for base year and each option year, plus separate pricing for contractor-furnished materials and DBA insurance. The prior incumbent, TBW Global LLC, held a contract valued at approximately $250,000 over five years. NAICS code is 61163, Language Schools; PSC is R426, Support—Professional: Communications.
