About this file
This is an Amendment of Solicitation/Modification of Contract (Form SF 30) issued by the Department of State, American Embassy Beirut, Lebanon, dated June 25, 2026, along with a continuation sheet providing Questions and Answers regarding RFQ 19LE2026Q0002 for Language Training Services.
The RFQ solicits firm-fixed-price quotations for language training services for adult American students at the U.S. Embassy Beirut. The contractor will provide instruction in French, Modern Standard Arabic, and Lebanese Arabic, focusing on reading, speaking, listening, job-relevant terminology, and student goals. Instruction must be delivered in-person on Embassy premises during the workday (8:00 a.m. to 6:00 p.m., Monday through Friday), with no remote delivery authorized for regular classes. Classes will be conducted primarily in group lessons with a maximum of four students unless mutually agreed otherwise; approximately 30-40 students historically take classes per semester. The contract estimates 1,000 instructional hours per year but guarantees no minimum hours, with the Government obligated to purchase no less than five sessions per week. The contract structure allows for either one award for both languages or two separate awards (one for Arabic, one for French). Pricing must be quoted in U.S. dollars per one-hour session, with separate line items for base year and each of four option years, plus separate pricing for contractor-furnished materials and DBA insurance. The contractor must provide resumes for at least two qualified instructors, each with minimum two years full-time or four years part-time foreign language instruction experience. Quotations are due by 2:00 p.m. on July 3, 2026, submitted electronically to ContractingBeirut@state.gov. The contractor must obtain active SAM.gov registration before award, comply with all local Lebanese licensing and permit requirements, carry DBA workers' compensation insurance covering employees, and provide evidence of required insurance or a commitment to obtain it. The previous incumbent contractor is TBW Global LLC; the prior contract value was approximately $250,000 over five years.

RFQ # 19LE2026Q0002
Language Training Services U.S. Embassy Beirut - Lebanon
We are hereby amending the RFQ # 19LE2026Q0002 to answer the received questions.
A. RFQ package, application process, and submission method
Q.1: Can the complete RFQ package, solicitation documents, forms, and all relevant attachments be provided, including where the SAM.gov attachment could not be accessed?
A.1: RFQ # 19LE2026Q0002 is available on SAM.gov under Contract Opportunities.
Offerors should search the RFQ number and review all solicitation documents and attachments posted there. Any updates or amendments will also be posted on SAM.gov.
Q.2: What forms, documents, attachments, and submission requirements must accompany a quotation?
A.2: A quotation should include: completed pricing in Section 1; listing and samples of Contractor-Furnished Property; completed solicitation, including Sections 1 and 5;
past performance/client list for the past five years with references; evidence of personnel, equipment, and financial resources; plan to obtain required local licenses/permits, or copies if already held; work plan; quality-control plan; and insurance certificate(s), or a statement that required insurance will be obtained, identifying the proposed provider. Recommendation letters from customers for the last five years are also identified in the evaluation factors.
Q.3: What are the quotation requirements and submission process for interested instructors or language training providers?
A.3: This is an RFQ quotation process, not an employment application. Interested instructors and language training providers must submit a quotation package that meets the RFQ instructions by email to ContractingBeirut@state.gov by the stated deadline. The offeror must show the ability to provide qualified instructors, materials, equipment and resources, required licenses and permits, and other required documentation.
Q.4: What are the next steps for individuals interested in teaching Arabic, French, Lebanese Arabic, or Modern Standard Arabic under this opportunity?
A.4: The next step is to participate through the RFQ process: prepare and submit a responsive quotation package. Individuals interested in teaching should ensure their qualifications are included in a compliant quotation; the RFQ expects the offeror to identify qualified instructor(s) and CVs/resumes of at least two instructors.
Q.5: Is submitting an email with a CV sufficient, or must interested parties follow the RFQ quotation process?
A.5: A CV alone is not sufficient. The RFQ requires a quotation package with pricing, contractor-furnished property information, past performance, resources, license/permit plan, work plan, quality-control plan, insurance information, and applicable representations and certifications.
Q.6: Can additional details about the RFQ opportunity for Arabic and French language instruction be provided?
A.6: The RFQ is for language training services for adult American students at U.S.
Embassy Beirut. The contractor will provide instruction in French, Modern Standard Arabic, and Lebanese Arabic focused on reading, speaking, listening, job-relevant terminology, and student goals. Classes are generally group lessons, with individual lessons approved only on an exceptional basis by the Post Language Officer.
Q.7: Does the SF-1449 form need to be completed and included with the quotation?
A.7: Yes. The SF-1449 states that the offeror is to complete Blocks 12, 17, 23, 24, and 30.
Section 4 also states that the offeror shall submit a completed solicitation, including Sections 1 and 5.
Q.8: Is there a submission checklist for the quotation package?
A.8: The RFQ does not provide a separate checklist titled "Submission Checklist," but the cover letter and Section 3 together function as the required submission list: Item #1 Pricing; Item #4 Listing and samples of Contractor-Furnished Property; completed Sections 1 and 5; past performance/client references; evidence of personnel, equipment, and financial resources; license/permit plan or copies; work plan; quality-control plan; and insurance certificate or statement.
Q.9: Is email submission alone sufficient, or are hard copies/two signed copies also required?
A.9: Quotations shall be submitted electronically by email to ContractingBeirut@state.gov by 2:00 p.m. on July 3, 2026.
Q.10: What information should be entered in SF-1449 fields such as Block 12, Contract Offeror Code/Facility Code, remittance address, Block 23 Unit Price, and Amount?
A.10: Block 12 should state any discount/payment terms offered, if applicable.
Block 17 identifies the contractor/offeror and includes any applicable code/facility code (for example, assigned registration identifiers, if held). The remittance address mailto:ContractingBeirut@state.gov is completed only if payment should be sent to an address different from the contractor/offeror address.
Block 23 should show the applicable unit price, and Block 24 should show the corresponding amount/extended amount. The pricing continuation in Section 1 should be used for the detailed base-year and option-year pricing.
B. Eligibility, business status, and registration
Q.1: May an individual language instructor submit an offer in a personal capacity, or does the solicitation require a company or team of instructors?
A.1: The RFQ does not expressly prohibit an individual or sole proprietor from submitting an offer. However, any offeror must meet all contractor requirements, including completing the solicitation, showing capability and resources, addressing required licenses/permits, providing past performance information where available, and supplying CVs/resumes for at least two instructors.
Q.2: What specific requirements apply to individual instructors, including qualifications, experience, and documentation?
A.2: Instructor qualifications are stated in Section 1, paragraph 5.1. Instructors must have at least two years of full-time or four years of part-time foreign language instruction in the target language, preferably to non-native speakers. They should be well-versed in language-teaching methods and grammar, may have relevant topic expertise, and are expected to use participatory, student-focused teaching methods.
Q.3: Given the requirement to provide resumes for at least two instructors, may an individual instructor still submit a quotation and be considered for award?
A.3: The RFQ states that offerors should supply CVs/resumes of at least two instructors.
Therefore, a quotation from an individual would need to demonstrate compliance with that requirement, for example by identifying at least two qualified instructors available under the offer.
Q.4: Can an individual who does not own a business and files taxes using a 1099 form complete and submit the solicitation contract?
A.4: The RFQ does not address 1099 tax filing status or provide a separate individual-only application path. An individual who does not own a business may submit only if they can complete the solicitation as an offeror and satisfy all RFQ requirements, including registration, responsibility, licensing/permit, insurance, and instructor requirements.
Q.5: Does the Government require a locally registered Lebanese business entity to be eligible for award?
A.5: The RFQ does not state that the offeror must specifically be a Lebanese-registered business entity. It does require the contractor to warrant that it has authorization to operate and do business in the country where the contract will be performed and that it has obtained all necessary licenses and permits required to perform the contract.
Q.6: Is a foreign-registered company or an organization operating outside Lebanon, including a UAE-based organization, eligible to participate?
A.6: The RFQ does not expressly prohibit foreign-registered or overseas organizations. It even permits an offeror without comparable experience in Lebanon to provide international experience. However, the contractor must be able to perform the work required in Beirut, comply with local authorization, license, and permit requirements, and meet all RFQ terms.
Q.7: If local Lebanese registration is required, is there a grace period to obtain it after award?
A.7: No grace period is stated in the RFQ. Section 3 requires offerors to address their plan to obtain licenses and permits required by local law, and to provide copies if already held. The authorization clause requires the contractor to have authorization to operate and do business and necessary licenses/permits during performance.
Q.8: What Lebanese licenses, registrations, or legal requirements must a local language t raining provider satisfy?
A.8: The offeror shall address its plan to obtain all licenses and permits required by local law, provide copies if already held, and warrant compliance with all applicable laws, decrees, labor standards, and regulations of the country where the work is performed.
Q.9: Is active SAM.gov registration required at quotation submission or only before
A.9: Active SAM.gov registration is required before award. Offerors should begin or complete registration as early as possible and provide their SAM registration status with the quotation.
Q.10: Is proof of pending SAM.gov registration acceptable at submission, with full activation completed before award?
A.10: Offerors may provide available SAM information or status with the quotation, but active registration must be completed before award.
C. Language scope, award structure, and participation model
Q.1: If the Government may make one or two awards, may an offeror submit a quotation for Arabic instruction only?
A.1: Section 4 states that the Government may make either one award for both Arabic and French or two awards, with one award for all Arabic requirements and one for
French. Therefore, Arabic-only participation is contemplated if the Government elects to make two awards.
Q.2: Can an offeror reserve the right to quote on French if the Government opts for a split
A.2: The RFQ does not describe a process for reserving the right to quote later. Offerors should include in the quotation all language services they are offering by the quotation deadline. The Government will decide whether to make one or two awards based on best value.
Q.3: What guidance can be provided on the expected split between Arabic instruction, including Modern Standard Arabic and Lebanese Arabic, and French instruction?
A.3: The RFQ identifies French, Modern Standard Arabic, and Lebanese Arabic as required language instruction areas, with pricing lines for French and Arabic. It does not provide a fixed percentage split among French, Modern Standard Arabic, and Lebanese Arabic. Actual demand will depend on student numbers, levels, and needs.
Q.4: What is the expected split between group class sessions and individual or one-on-one lessons?
A.4: The RFQ states classes will be conducted primarily in group lessons. Single-student lessons may be exceptionally approved by the Post Language Officer and will represent a small percentage of overall lessons. Historically, about 30-40 students take classes in a semester.
Q.5: Are the estimated 1,000 hours per year per language or for both languages together?
A.5: The RFQ states an estimate of 1,000 hours per year for the requirement. It does not state that 1,000 hours are guaranteed or that 1,000 hours apply separately to each language. The total number of hours may be higher or lower than the estimate.
D. Delivery format, location, and class logistics Q.1: Is instruction expected to be primarily face-to-face, remote/online, or a mix of in-person and online delivery?
A.1: The RFQ describes in-person performance at U.S. Embassy Beirut. Section 3 states classes shall be given on the premises of the U.S. Embassy Beirut. The RFQ does not authorize routine remote/online delivery. Field trips or extracurricular activities may occur outside normal class hours as mutually agreed with the Post Language Officer.
Q.2: Must all instruction be delivered on Embassy premises, or may some hours be delivered remotely/online?
A.2: Classes are to be conducted on the premises of the U.S. Embassy Beirut. The RFQ does not state that normal class hours may be delivered remotely/online. Field trips and extracurricular activities may occur outside the Embassy when coordinated with the Post Language Officer.
Q.3: Are remote or online classes allowed when instructors or students cannot access the Embassy?
A.3: The RFQ does not provide an online delivery exception when instructors or students cannot access the Embassy. It states that classes are on Embassy premises, while field trips/extracurricular activities may occur outside as mutually agreed.
Q.4: Can online instruction be delivered by a provider located outside Lebanon?
A.4: The RFQ does not authorize online instruction from a provider located outside
Lebanon. Any offeror must be able to meet the performance requirements at U.S.
Embassy Beirut and comply with applicable authorization, license, and permit requirements.
Q.5: Can face-to-face instruction be provided through an overseas-based provider or another acceptable delivery model?
A.5: An offeror based outside Lebanon may participate only if it can meet the RFQ in-person performance requirements at U.S. Embassy Beirut and comply with all applicable authorization, licensing, permit, and insurance requirements.
Q.6: Can instruction take place in an instructor's own classroom, or must it take place at the Embassy or another approved location?
A.6: Regular instruction must take place on the premises of the U.S. Embassy Beirut. The RFQ does not permit regular instruction in an instructor's own classroom. Field trips/extracurricular activities may occur outside the Embassy if coordinated with the Post Language Officer.
Q.7: Can the Embassy approve groups larger than four students when language levels are similar?
A.7: Yes, but only by mutual agreement. The RFQ states that no more than four students will be part of any class unless mutually agreed upon by the Contractor and the Government.
Q.8: How frequently are field trips expected per semester, and what is the approximate number of participants?
A.8: The RFQ does not specify a required frequency or number of participants for field trips. It states that the contractor, in coordination with the Post Language Officer, shall design and recommend extracurricular activities, including trips outside the Embassy, based on student levels and interests. Such activities are paid at the same firm fixed price as classroom instruction; transportation and related expenses are not separately compensated.
E. Schedule, annual hours, and staffing
Q.1: What are the usual class times and overall timing schedule?
A.1: The class sessions shall be scheduled Monday through Friday during the Embassy workday, from 8:00 a.m. to 6:00 p.m. The final schedule shall be mutually agreed by the contractor and the Post Language Officer.
Q.2: How many teaching hours are normally given per day?
A.2: The RFQ does not state a fixed number of teaching hours per day. Each class session is one hour, each student typically takes two hours per week, and scheduling depends on student demand and Embassy personnel schedules.
Q.3: Are classes held at fixed times based on staff availability?
A.3: Classes are not described as fixed at predetermined times. The RFQ states the schedule will be mutually agreed by the contractor and the Post Language Officer, and the contractor must be flexible to accommodate student demand and the changing schedules of Embassy personnel.
Q.4: Will the final schedule be decided after award with the Post Language Officer, or should offerors propose a preferred structure?
A.4: The final schedule will be mutually agreed upon by the contractor and the Post Language Officer. Offerors should still include a work plan addressing the work elements in the Performance Work Statement, but final scheduling occurs through coordination with the Post Language Officer.
Q.5: The RFQ estimates 1,000 hours per year but states that hours are not guaranteed. Is there a minimum number of hours the Embassy commits to purchase annually?
A.5: No annual minimum is stated. The RFQ expressly says the contractor is not guaranteed any number of hours during any week, and the total number of hours awarded may be higher or lower than the estimated hours. The Order Limitations clause states the Government is not obligated to purchase, and the contractor is not obligated to furnish, services in an amount of less than five sessions per week.
Q.6: How many instructors are expected under the contract?
A.6: The RFQ does not state a fixed number of instructors. It requires the contractor to provide qualified instructor(s) and states that offerors should supply CVs/resumes for at least two instructors in response to the solicitation.
Q.7: How many instructors currently teach classes?
A.7: Two instructors currently teach classes under the current structure.
Q.8: If an approved instructor becomes unavailable, what is the approval process and expected timeline for replacing that instructor?
A.8: The contractor must consult with the Post Language Officer or Contracting Officer before adding or removing instructors. The contractor must notify the Post Language Officer before at least 30 working days before replacing an instructor.
F. Pricing, materials, VAT, invoicing, and payment
Q.1: Should quoted unit prices be in U.S. dollars?
A.1: Yes. Section 1.2 asks for a firm-fixed-price per session in USD, and the payment clause states invoices are to be submitted in the proper amount in USD.
Q.2: Does the per-session price apply per instructor hour, per class session regardless of the number of students, or per student hour?
A.2: The RFQ prices instruction by one-hour session rate (unit price per hour), and the contractor is compensated for reported teaching hours only, not preparation or administrative time. A one-hour class session is therefore billed as one session/hour at the applicable rate, not as separate student-hours for each student.
Q.3: Should the Amount field reflect the total amount for the services to be provided?
A.3: Yes. Block 24/Amount should reflect the corresponding extended amount for the services priced. Section 1 also includes summary lines for the base year, each option year, and the grand total for five years.
Q.4: For each year of the four-year service period, should invoice amounts remain the same or may they be adjusted/increased over the contract period?
A.4: Offerors should quote unit prices for the base year and each option year. Invoices must be based on accepted services performed at the awarded contract rates for the applicable period. The contractor may not unilaterally increase invoice amounts beyond the awarded rates.
Q.5: Is the teaching role compensated hourly, part-time, or under another pricing arrangement?
A.5: This is not an employment position compensated as part-time salary. The RFQ is a firm-fixed-price service contract, with instruction priced per one-hour session rate (unit price per hour).
Q.6: How should offerors price contractor-provided teaching materials when student numbers and instructional hours may vary?
A.6: The RFQ provides a separate pricing line for "Materials to be provided by contractor" for each performance period. Offerors should price the materials they expect to provide to meet the Performance Work Statement, including instructional materials, teacher reference books, texts, exercises, handouts, and audiovisual media.
Q.7: Should contractor-provided teaching materials be included within the hourly/session rate, or is there a separate maximum annual budget for materials?
A.7: The RFQ includes a separate materials price line and does not state a maximum annual materials budget. Contractor-provided materials should be priced in the materials line rather than assumed to be reimbursed under an unspecified separate budget.
Q.8: Should offerors include only materials reasonably anticipated at the time of quotation?
A.8: The RFQ does not give a separate materials formula. Offerors should include a reasonable estimate for contractor-provided materials needed to perform the contract based on the Performance Work Statement and pricing schedule.
Q.9: Should the Contractor-Furnished Property listing identify the equipment, materials, and supplies to be used?
A.9: Yes. Section 3 specifically asks offerors to identify the types and quantities of equipment, supplies, and materials required for performance; whether the offeror already possesses them and their condition; and, if not possessed or not adequate, how and when the items will be obtained. The cover letter also requires Item #4, listing and samples of Contractor-Furnished Property.
Q.10: How should VAT be handled if an offeror is not VAT-registered at quotation submission but becomes subject to VAT during contract performance?
A.10: VAT is not included in the CLIN rates and should be shown separately where applicable under local law and the contract. The RFQ does not provide a special adjustment process if a contractor becomes VAT-registered during performance.
Q.11: Should the firm-fixed-price per session correspond to the language-specific rates for each performance period, or should offerors provide a separate fixed session rate?
A.11: The pricing tables request separate unit price/hour entries for French Language Instruction and Arabic Language Instruction for the base year and each option year.
Therefore, offerors should provide the applicable firm-fixed per-session rate by language and performance period. DBA insurance and materials are priced separately.
Q.12: What is the expected payment cycle after invoice submission and COR approval?
A.12: Net 30 days.
G. DBA insurance, Workers' Compensation, and legal compliance
Q.1: What is DBA insurance, and when is it applicable?
A.1: DBA insurance refers to Defense Base Act workers' compensation insurance. The
RFQ incorporates FAR 52.228-3, Workers' Compensation Insurance (Defense Base Act), and instructs offerors to include DBA insurance premium costs covering employees.
Q.2: Is evidence of DBA insurance required at the quotation stage or only upon contract
A.2: At the quotation stage, the offeror's work plan must include either a copy of the required insurance certificate(s), if insurance is required, or a statement that the contractor will obtain the required insurance and identify the insurance provider to be used. The contractor must have required insurance for performance.
Q.3: Is DBA coverage required for a sole proprietor with no employees?
A.3: The RFQ does not specifically address a sole proprietor with no employees. It states that the offeror shall include DBA insurance premium costs covering employees and incorporates the DBA insurance clause. Any sole-proprietor scenario should be addressed to the Contracting Officer in the quotation or clarification process.
Q.4: Is DBA insurance coverage required for Lebanese-resident instructors performing all services in Lebanon as subcontractors to a U.S. company?
A.4: The RFQ does not provide an exception for Lebanese-resident instructors or subcontractors. It incorporates DBA insurance requirements and instructs offerors to include DBA insurance premium costs covering employees. If subcontractors are used, the offeror remains responsible for complying with applicable contract, insurance, and local law requirements.
Q.5: Is DBA insurance required only for instructors entering Embassy premises, for all company employees, and/or for subcontractors?
A.5: The RFQ incorporates DBA insurance requirements and instructs offerors to include DBA insurance premium costs covering employees. Offerors should address coverage for all personnel performing under the contract, including instructors and any applicable subcontractor personnel, and seek clarification from the Contracting Officer if uncertain.
Q.6: Is Lebanon currently covered by an active DBA waiver, and does any applicable DBA waiver exist for this requirement?
A.6: The RFQ does not identify an applicable DBA waiver for this requirement.
Q.7: If a DBA waiver applies, what alternative workers' compensation coverage is acceptable for local national instructors?
A.7: Because the RFQ does not identify an applicable DBA waiver, offerors should follow the DBA insurance requirements unless otherwise instructed by the Contracting Officer.
Q.8: Should DBA insurance cost be priced as a separate line item and reimbursed at actual cost, or absorbed into the per-session rate?
A.8: DBA insurance should be priced as a separate item. The pricing tables include a separate 'DBA Insurance' line under 'Insurance and Materials' for each performance period, and Section 3 instructs offerors to include DBA insurance premium costs covering employees.
H. Program history, current service structure, testing, and operating conditions
Q.1: Is this the first time the language training program is running?
A.1: No, the language training program is not a new requirement.
Q.2: If the program is not new, who is the current provider or incumbent contractor?
A.2: Incumbent contractor: TBW Global LLC.
Q.3: May the Embassy share general information about the current service structure and lessons learned?
A.3: The current contract covered one base year and four option years with substantially the same requirements. The RFQ does not provide separate lessons learned information.
Q.4: What was the previous contract value?
A.4: The previous contract value was approximately $250,000 over five years.
Q.5: Is there a maximum contract value?
A.5: The RFQ does not state a maximum contract value. The previous contract value was approximately $250,000 over five years.
Q.6: How many hours of classes were taught last year for each language?
A.6: The RFQ does not provide the number of hours taught last year by language.
Q.7: How many hours were taught in person versus online last year?
A.7: Online classes were taught only during the COVID-19 period.
Q.8: How are the current conflict and reduced U.S. diplomatic personnel affecting on-site/online classes, student enrollment, and field trips?
A.8: The RFQ does not provide specific information on current conflict-related effects, reduced staffing, student enrollment, or field trips.
Q.9: Will the contractor be responsible only for preparing students for standardized testing by government institutions, or also for internal assessment and testing?
A.9: The contractor is responsible for monitoring student progress for all students, which may include quizzes or progress tests, and may be asked to prepare students for standardized foreign language exams. Formal standardized tests are administered by the Department of State's National Foreign Affairs Training Center (NFATC) or the Department of Defense's Defense Language Institute (DLI); instructors will not be asked to administer those exams.
