About this opportunity

The Department of Homeland Security's U.S. Citizenship and Immigration Services (USCIS) is seeking multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for language and interpretation support services, primarily for its Refugee, Asylum, and International Operations Directorate. The solicitation requires contractors to provide comprehensive interpretation services across over 80 languages, including over-the-phone, in-person, and sign language interpretation for critical immigration processes such as asylum interviews and protection screenings. Proposals will be evaluated based on technical approach, management capabilities, past performance, and pricing, with technical factors being significantly more important than price. The evaluation will utilize a detailed Technical Proposal Scoring Sheet that assesses language capabilities, staffing plans, and interpreter qualifications. Key dates include a preproposal conference on April 28, 2025, with advance questions due by April 24, 2025, and proposal submissions due by May 8, 2025.

The solicitation is a full and open competition with a small business reserve for one of the anticipated 3-5 contract awards. While no specific incumbent is prominently mentioned, Lionbridge Global Solutions is referenced in supporting documentation. The contract has a total maximum value of $200,000,000, with each contractor receiving a minimum guaranteed amount of $100,000 and a five-year ordering period from August 2025 to July 2030. Performance will occur at contractor sites, including potential telework locations, and government-designated facilities in Camp Springs, Maryland. Individual task orders will not exceed one year, and the contract anticipates significant variation in service usage, with estimated annual interpretation minutes ranging from a few minutes to over 17 million minutes for Spanish language services alone.
