The procurement is set aside for total small business and structured as a Nonappropriated Fund (NAF) concessionaire contract.
Place of performance is Langley AFB, Virginia. The contractor shall furnish all management, transportation, tools, supplies, equipment, and labor necessary to deliver massage therapy services including 30-minute, 60-minute, and 90-minute massage sessions, as well as 30-minute reflexology services to authorized patrons (active-duty military and eligible dependents, military retirees and eligible dependents, and DOD civilians and eligible dependents). The contractor must provide massage tables and chairs, standard intake forms, service-ready linens, a printer for administrative documentation, and cleaning and sanitation supplies to maintain a professional, safe, and hygienic service environment.
The massage therapist must maintain current CPR and First Aid certification, hold current massage therapy certification with at least one year of work experience in the field, and possess liability insurance. Services operate Monday through Friday during center hours, excluding federal holidays, with the contractor required to arrive 15 minutes prior to scheduled appointments and greet customers within five minutes while securing payment. Therapists are required to be onsite exclusively when appointments are scheduled, not during all fitness center operating hours.
The base contract period runs June 1, 2026 through May 31, 2027, with four optional one-year extension periods available through May 31, 2031. Compensation is structured as an 80/20 revenue split, with the contractor receiving 20 percent of monthly gross sales. Payments are made within seven workdays after invoices are submitted to the Non-Appropriated Fund Accounting Office by the 25th of each month.
