About this opportunity
The Bureau of Land Management is seeking a contractor to provide landspread monitoring services at three petroleum contamination sites in western Alaska where diesel-contaminated soil was previously excavated and landspread for natural attenuation. The base contract requires progress monitoring using Multi-Incremental Sampling procedures to measure diesel range organics contamination levels, with an optional task for a second round of identical monitoring. All field work must be completed by September 30, 2026, with final reports due by February 1, 2027, and the contractor must work under the supervision of a BLM Project Inspector while complying with NEPA and Section 508 accessibility requirements. The solicitation is structured as a firm fixed-price contract with a performance period from October 1, 2025, to September 30, 2026. Electronic quotes are due to Patrick Euler at peuler@blm.gov by September 19, 2025, and must include the offeror's UEI or CAGE Code.
This opportunity is designated as a total small business set-aside with a size standard of $19.5 million for NAICS code 541990. Previous work at these sites was performed by Bethel Environmental Solutions LLC, which completed removal actions at the Rohn Drum Spill Site, Jacksmith Creek Wanigan Spill Site, and Uranium 2 Wanigan Spill Site between 2022 and 2024. The monitoring is recommended to occur between 2025 and 2030 across the three sites, with the Rohn and Uranium 2 sites requiring monitoring between 2025-2027, while the Jacksmith Creek site monitoring is recommended for 2027-2030. All three sites are located in remote areas of western Alaska near communities including Rohn, Platinum, and Buckland, requiring the contractor to handle all transportation logistics to these locations. The government anticipates awarding a single contract but reserves the right to make multiple awards if advantageous.
