About this file

This Statement of Work (SOW) details landspread monitoring for three Bureau of Land Management (BLM) petroleum contamination sites in western Alaska. The sites include the Rohn Drum Spill Site, Jacksmith Creek Wanigan Spill Site, and Uranium 2 Wanigan Spill Site, where soil containing weathered diesel fuel was previously removed and landspread. The base contract requires conducting progress monitoring in 2027 using Multi-Incremental Sampling (MIS) procedure, with diesel range organics as the primary contaminant of concern, measured by method AK-102. An optional award provides for a second round of identical monitoring. The contractor is responsible for all transportation, must work in the presence of a BLM Project Inspector, and must comply with NEPA and Section 508 accessibility requirements. The project requires submitting draft and final work plans, draft and final summary reports, and all field work must be completed by September 30, 2026, with reports delivered by February 1, 2027.

STATEMENT OF WORK

Landspread Monitoring at Multiple Sites

July 15, 2025

1. Introduction

The BLM performed removal actions at multiple sites in western AK. At each site, soil containing weathered diesel fuel was removed and landspread on site. The BLM is seeking to establish long term monitoring for the landspread soil at each site. The base scope of services covers a single sampling event, with associated documentation, at each site. An optional task provides for a second round of monitoring, including planning and reporting documents.

2. Site Information

Rohn Drum Spill Site BLM Case File F-030970; Section 33, Township 26 North, Range 22 West, Seward Meridian;

62°17'46.5"N/153°22'14.2"W

The remediated site is located approximately 84 miles SE of McGrath, AK. During 2010 the BLM discovered an abandoned drum labeled as being military JP4 in the spruce forest several hundred feet north of the Rohn (Tatitna) airstrip. The BLM removed the ½ full drum in 2022. The locations of the soil excavation and landspread are illustrated in Final Removal Action Report – Rohn Spill Site (August 2023), which is attached to this scope of work.

The Rohn airstrip is most practically accessed by small fixed-wing aircraft or by helicopter. Nearest cargo aircraft airstrip for staging is Farewell PAFW.

Jacksmith Creek Wanigan Spill Site BLM Case File AA-094033; SW¼ Section 16, Township 09 South, Range 73 West, Seward Meridian;

59°23'31.6"N/161°35'19.84"W

The remediated site is located approximately 20 miles NNE Goodnews Bay, AK. A wanigan (cabin on skids) and several drums were abandoned decades ago at this location. A drum leaked an unknown amount of fuel at the site. The locations of the soil excavation and landspread are illustrated in Final Removal Action Report – Jacksmith Creek Wanagin Spill Site (August 2023), which is attached to this scope of work.

The nearest cargo aircraft airstrip for staging is Goodnews Bay GNU.

Uranium 2 Wanigan Spill Site BLM Case File AA-094060; NW¼ Section 6, Township 08 North, Range 09 West, Kateel River Meridian;

66°7'30.01"N/160°37'47.76"W

The remediated site is located approximately 18 miles NW of Buckland, AK. This site is a Uranium prospect explored decades ago. Fuel was spilled at the crest of a rocky knoll were a wanigan (cabin on skids) and several drums overturned. A drum leaked an unknown amount of fuel at the wanigan site.

Bears have wallowed in the spill creating an approx. 10’x12’x1’ depression. The locations of the soil excavation and landspread are illustrated in Final Removal Action Report – Uranium2 Wanagin Spill Site (August 2023), which is attached to this scope of work.

The nearest cargo aircraft airstrip for staging is Buckland PABL
