About this opportunity
The Federal Aviation Administration is conducting a market survey to identify capable sources for landscaping and snow removal services at its Air Traffic Control Tower facility in Windsor Locks, Connecticut, with responses due June 12, 2026. This is a market research activity only and not a request for proposals; the FAA will not pay for submission costs or accept unsolicited proposals.
The anticipated period of performance runs from November 1, 2026, through October 31, 2031, comprising one base year and four options, subject to government discretion. The facility encompasses approximately 120,000 square feet, including roughly 75,000 square feet of grass grounds and 45,000 square feet of parking and drive areas at 35 Perimeter Road, Windsor Locks, Connecticut 06096.
Landscaping scope includes spring cleanup, mulching with at least three inches of bark-type mulch, lawn maintenance and mowing to a maximum height of 2.5 inches, four annual fertilizer applications, monthly disease and pest inspections with written reports, leaf removal at least twice monthly, and pruning of damaged or diseased branches. The contractor is responsible for replacing any trees or shrubs killed or damaged through neglect at no cost to the government.
Snow removal services require operations to commence within two hours of three inches of snow accumulation, with comprehensive removal from parking lots, roadways, sidewalks, and drainage areas. The contractor must maintain critical clearances including fire hydrants (six-foot radius), sign floodlights (three-foot radius), and drainage structures (one foot beyond perimeter). Equipment must include a minimum five-ton capacity snow plow with seven-foot blade width and sanding equipment; tracked equipment with metal treads is prohibited. The contractor must provide on-site supervision, call-back services within two hours, and assume liability for property damage.
The requirement is subject to Department of Labor Service Contract Labor Standards wage determinations (WD 2015-4119 Revision 33, effective May 13, 2026), which establish prevailing wage rates for Connecticut positions including health and welfare benefits, vacation, and holiday entitlements.

The Federal Aviation Administration is conducting a Market Survey to improve the Government's understanding of the current marketplace and to identify capable sources. Interested sources must respond with information to confirm evidence of their qualifications and capabilities.
This survey is being conducted in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only.
THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Proposal may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor’s expense.

General Scope of Work:
The contractor must provide all personnel, equipment, tools, materials, supervision, and services necessary to perform Landscaping & Snow Removal services as specified in the attached draft Statement of Work for the following Federal Aviation Administration (FAA) Facility:

This requirement is subject to the Department of labor’s (DOL) Service Contract Labor Standards (SCLS) Wage Determination for the various locations.
The contemplated NAICS code is 561730, Landscaping Services and the size standard is $9.5 million.
Responses to this market survey:
Interested vendors having capabilities necessary to meet or exceed the requirements in accordance with the attached draft Statement of Work are invited to provide a Capability Statement to contribute to this market survey including commercial market information and company information.
All responses to this Market Survey must be received no later than 06/12/2026 at 3:00 PM ET via email to Stephanie Pfeiff at stephanie.pfeiff @faa.gov. Include the Notice ID (697DCK-26-RFI-BDL) in the subject line of the email.
The submitted Capability Statement must include the following information:
1. Company name, address, phone, email address, and point of contact
2. Company UEI
3. Business size status: 8(a), Small Business, SDVOSB, etc.
4. Verification of active registration in the System for Award Management Database (SAM)
5. Capability Statement not to exceed two (2) pages to include the company’s experience, knowledge, and past performance history related to landscaping/snow removal services. Font shall not be smaller than 12-point. The capability statement should address the following items:
- Capability of contractor to have sufficient experience, expertise, insurance and certifications to provide snow removal and landscaping services for ALL facilities listed above.
- Evidence of current and/or past experience in work similar in type and scope to include contract numbers, project titles, and dollar amounts, points of contact and phone numbers.
