About this opportunity
The U.S. Department of State, through the Embassy of the United States in Rabat, Morocco, is seeking qualified vendors to provide analog landline telephone services and Primary Rate Interface (PRI) lines for the embassy compound and designated residential locations throughout Rabat for the calendar year 2026. The procurement requires bidders to submit comprehensive offers covering both services, including pricing for installation fees, monthly service fees, and call rates for communications outside the included monthly package. Only local, specialized firms with demonstrated expertise and experience in the required telecommunications services are eligible to participate; offers from companies that do not meet these localization and specialization criteria will not be evaluated. While no specific evaluation criteria beyond vendor qualification are detailed in the solicitation notice, the emphasis on local expertise and service specialization suggests these factors will be primary considerations. Key deadlines include December 17, 2025, at 4:00 pm local time for submission of questions regarding requirements, and December 24, 2025, at 4:00 pm local time for receipt of all proposals, with no offers accepted after the submission deadline.
This opportunity is designated as a Local Area Set-Aside, restricting competition to vendors operating within the Rabat market. The solicitation does not identify any current incumbents or existing contractors. No specific budget range or award value is provided in the solicitation materials. The procurement encompasses approximately 150 analog copper-wire landlines distributed across seven neighborhoods in Rabat and requires 4 PRI lines providing 800 consecutive Direct Inward Dialing (DID) numbers, with support available through either copper or fiber infrastructure, contingent upon existing infrastructure capabilities. The contract period runs from January 1, 2026, through December 31, 2026, with performance taking place in Rabat, Morocco, and all proposals must be submitted via email to rabatgsoprocurement@state.gov with the solicitation number PR15713814 referenced in the subject line.
