About this opportunity
The Department of the Air Force Air Combat Command is seeking Landing Zone/Drop Zone Maintenance Services through a Request for Quotation (RFQ FA483025Q0058) for eleven privately owned areas under lease with the 23d Wing at Moody Air Force Base, Georgia. The maintenance services include mechanically or manually clearing areas, removing saplings, mowing grass to a maximum height of six inches, leveling ground, filling holes, and removing debris larger than twelve inches across approximately 106-110 acres comprising nine Helicopter Landing Zones and two Drop Zones. Contractors must provide all necessary management, labor, equipment, tools, and supplies while maintaining compliance with OSHA safety standards and EPA regulations. The evaluation will be based on both price and technical factors, with technical documentation limited to twenty pages covering specific sections of the Statement of Work and including proof of insurance. Critical dates include a mandatory site visit on June 5, 2025, at 10:00 AM EST, a deadline for questions on June 9, 2025, at 12:00 PM EST, and quote submissions due on June 13, 2025, at 12:00 PM EST.
This procurement is designated as a 100% small business set-aside under NAICS code 561730 with a size standard of $9.5 million, and the current incumbent contractor is Hedgehog Mulching and Land Services, LLC, which previously held a contract totaling $30,000. The Blanket Purchase Agreement will have a five-year ordering period from June 19, 2025, to June 18, 2030, with a total award amount of $9.5 million and maintenance services to be performed no more than four times per calendar year. Work must be conducted Monday through Friday between 7:00 AM and 5:00 PM EST while avoiding interference with logging operations on the private lands. The maintenance areas span counties in both Florida and Georgia, with individual zone sizes ranging from one to fifty-four acres, and contractors must coordinate with specific private landowners including Langdale and Westervelt. All interested vendors must be registered in the System for Award Management (SAM) and complete base pass request forms by June 4, 2025, to participate in the mandatory site visit at Moody Air Force Base.
