About this opportunity
The Department of the Navy Military Sealift Command is seeking information regarding vessel services to transport two Landing Craft Utility (LCU) vessels from Mobile, Alabama to Naval Amphibious Base Coronado, California. The Government requires U.S. or foreign flag, self-sustaining vessels capable of performing lift-on/lift-off (LO/LO) cargo operations with a minimum 10-day layday window and routing flexibility via either the Suez Canal, Cape of Good Hope, or Panama Canal. Key contractor responsibilities include providing cradles, cribbing, blocking, seafastening, lashing equipment, an independent marine surveyor, temporary toilet facilities, line handlers for cargo operations, and a contracted security team operating within specified geographic boundaries. Responses must include pricing on a fixed-price lump-sum basis covering all loading, stowing, securing, discharging, surveyor fees, detention rates, and daily reimbursable security costs, along with small business status information and company details including unique entity identifiers. The deadline for submission is March 9, 2026, at 10:00 a.m. Eastern Time, with responses to be sent via email to Jordan Morrison at JORDAN.A.MORRISON5.CIV@US.NAVY.MIL.
This Pre-Solicitation Notice carries no set-aside designation and does not indicate any current contractor incumbents or estimated award values. Each LCU vessel measures 139 feet in overall length, 31.7 feet in beam, and weighs 263 tons light ship (435 tons at full load), with forward draft of 4.3 feet and aft draft of 6.8 feet at full load condition. The available load date is December 1, 2026, with terms following MSC Dryvoy 2026 FLO-FLO conventions. An amendment issued on March 4, 2026, modified the original notice to specify Panama Canal routing as an option and to clarify the geographic boundaries for the contracted security team operating within the Panama Canal vicinity (bounded by 01 degrees 40 minutes south and 12 miles north of the northern end of the Panama Canal). All other requirements from the original notice remain unchanged, with Carley Orvin serving as the contracting officer for MSC, N103.
