About this opportunity

The National Park Service is conducting market research to identify qualified landfill operators capable of accepting municipal solid waste generated by Yosemite National Park in California. The agency seeks information from businesses operating permitted solid waste facilities located no more than 40 miles from El Portal, California, that can accept waste seven days per week, 365 days annually. Key qualifications include state certification to operate a solid waste facility with proper permits from the Local Enforcement Agency and CalRecycle concurrence, capacity to accept organic waste for composting or alternative daily cover, and availability of state-certified scales for weighing waste by the ton. Interested contractors must submit a sources sought survey by February 23, 2026, at 5:00 p.m. Pacific Time to lisa_henson@nps.gov, including company details, small business status, service readiness timeframe, waste type acceptance capabilities, and a capability statement with references demonstrating similar projects completed within the preceding three years. This is a Sources Sought Notice for market research purposes only and is not a request for quotation; no contract will be awarded from this announcement, though an anticipated contract award date of July 15, 2026, is projected for subsequent acquisition actions.

This procurement carries no set-aside designation and identifies no incumbent contractors. Yosemite National Park generates approximately 1,200 tons of municipal waste annually plus 300 tons of organic waste including horse manure and campground ash, with additional disposal needs for demolition materials, appliances, mattresses, and tires. Tipping frequency is expected to vary between 15 and 60 trips monthly depending on operational needs, with all waste transportation from Yosemite to the landfill excluded from contract scope. The anticipated contract will include options to extend yearly for up to four additional years beyond the initial award term. The NAICS code for this procurement is 562212 (Facilities Support Services) with a small business size standard of $47.0 million in annual receipts, though no specific budget range or award value has been disclosed in this market research notice.
