About this opportunity
The United States Department of Agriculture Forest Service is seeking a small business contractor to perform tree planting services in the Angeles National Forest's Tujunga Ranger District. The firm-fixed-price Request for Quotation (RFQ) requires planting 24,563 government-furnished tree seedlings across 285 acres in areas previously burned by the Lake Fire of 2020 and the Powerhouse Fire of 2014. Contractors must be registered in the System for Award Management (SAM) and submit both a Schedule of Items and an Experience Questionnaire to be considered. The evaluation will focus on past experience with similar tree planting projects and proposed pricing, with the goal of selecting the offer providing the best value to the government. Key dates include a March 17, 2025 deadline for questions and a March 24, 2025 deadline for quote submissions, with quotes due by 1:00 PM Pacific Standard Time.
The solicitation is a 100% small business set-aside under NAICS code 115310 with a small business size standard of $11.5 million. The tree planting project will be divided into three primary areas: Lake Fire Reforestation Units (14,060 trees), Sawmill Liebre Reforestation Units (3,000 trees), and Hollow Tree and Sandberg Plantations (7,500 trees). The performance period is 45 days from contract award, with planting to occur in the San Fernando, California area. Contractors will be responsible for planting Coulter pine bareroot and ponderosa pine container stock seedlings across varied terrain, including level ground and some steep areas. No post-planting irrigation is required, and the Forest Service will handle subsequent maintenance such as vegetation release. The project aims to rehabilitate forest areas impacted by previous wildfires, focusing on reforestation and ecosystem restoration within the Angeles National Forest.
