About this file

This document contains questions and answers for Solicitation 127EAT25Q0015, a tree planting project in the Angeles National Forest. The solicitation involves planting 24,563 tree seedlings (Coulter pine bareroot and ponderosa pine container stock) across 285 acres within the Tujunga Ranger District, specifically targeting areas burned by the Lake Fire of 2020 and Powerhouse Fire of 2014. Key project details include a 45-day performance period, government-provided seedlings, no post-planting irrigation, and staging areas located close to roads with mostly level terrain and some steep areas.

The procurement is a 100% small business set-aside with NAICS code 115310 and a small business size standard of $11.5M. Quotes are due by March 24, 2025, at 1:00 PM Pacific Standard Time, with all prospective contractors required to be registered in the System for Award Management (SAM). Bidders will price the project on a per-tree basis, with planting to follow specified spacing requirements and terrain conditions. The Forest Service will handle post-planting maintenance, including vegetation release, and contractors are expected to plant trees according to contract specifications.

Questions - 127EAT25Q0015 - Lake Fire Sawmill Campground - Tree Planting

1. We noticed on the schedule of items/pricing page, that the Unit of Measure is by the acre and the QTY looks like it could be the total trees for each item? Should the unit of measure be per tree, per thousand, or is it in fact by the acre? Or should we use the SF 1449 to submit pricing?

Bid should be per tree. That is just the total per line item. Uploaded corrected Schedule of Items and removed incorrect format.

2. Sorry to be a bug, but it looks like the bid item number of trees may be reversed on the bid page you supplied. The first item has 39 acres (according to the maps) but lists 14,000 trees, this would be over 350 Trees per acre (the solicitation suggests it should be 76 TPA) and item two has a total of 186 acres and only 3,000 trees. (supposed to be 77 TPA) If you reverse them it works out. Should we just pen and ink make the change?

Item 1: 14,060 trees for Lake Fire on 186 acres.

Item 2: Sawmill Liebre 3,000 trees on 39 acres.

Item 3: 7,500 trees on 60 acres.

Total of 24,500 trees over 285 acres.

3. Yes, we understand the bid is per tree, but the number of trees to get the total for each bid item will not be accurate as is. The estimated trees per acre is located on page 6 of the Performance Work Statement, 3.0 Technical Requirements/Tasks second bullet point. All I see is that the total number of trees for items one and two seem to be reversed as per my last email description.

Thanks for your understanding, just let me know if we should make a pen and ink change, or just leave it as is.

It should be per tree bid. Pencil change is ok.

4. What species of seedling should be planted for this project?

Coulter pine (bareroot stock) and ponderosa pine (container stock).

5. Will the seedlings be provided or should the purchase of seedlings be included in the quote?

Seedlings are provided by the government and are treated as government property

6. How will irrigation and watering needs be handled post-planting?

We do not use irrigation or watering post-planting. The contract is for the planting of trees only. The Forest Service will do the post planting maintenance which includes release of competing vegetation.

7. Will a detailed map be provided for specific placement/spacing of seedlings?

No, the seedling will be planted according to the specifications in the contract starting with a determined spacing until all trees designated for that unit are planted. Final spacing may vary due to terrain and plantable spots.

8. Is the period of performance stating that we'll have a 45 day period to complete the project or is it stating that we have 45 days from the notice of award to begin the project?

You will have 45 days to complete the project from date of award. 45 days to complete the planting.

9. Is there an accessible area for staging?

All units are located close to a road so staging will not be a problem.

10. Describe the terrain that we'll be planting in.

All planting sites are along roads which are along ridge lines are slightly down the slope form the roads. Mostly level terrain with some areas of steep terrain.

11. Should we include mulch for the seedlings?

No. Mulch will not be needed for planting. We will provide Terra-Sorb to dip all bareroot seedlings before planting. Container stock will not be dipped in Terra-Sorb and will plant with the soil surrounding the roots after removing them from the plastic bags they are wrapped in.
